THE COMMUNICATION FOR PARTICIPATION IN THE CONSERVATION OF NATURAL RESOURCES AND THE ENVIRONMENT OF KHUNG BANG KACHAO COMMUNITY SAMUT PRAKAN PROVINCE

The objectives of this research article was to study communication to create participation in conservation of natural resources and environment in Khung Bang Kachao, Samut Prakan Province on issues related to 1) communication problems for participation in conservation of natural resources and environment, 2) communication process for participation in conservation of natural resources and environment, and 3) communication development guidelines for participation in conservation of natural resources and environment. This research is a qualitative research. Data were collected by in-depth interviews with 21 key informants selected in a specific way. The data were organized, inductively analyzed, and data credible using a triangular method. The results of the research revealed that 1) problems in communication to create participation consisted of 1.1) unclear communication of policies and plans to the community, not covering all people, 1.2) Insufficient of communication budget, and 1.3) lack of leadership skills in Motivational communication 2) The communication process for participation has four steps: 2.1) Co-thinking through dialogue and village communities, enabling leaders and citizens to communicate in two ways to propose common solutions together. 2.2) participate in decision-making in various project plans through the village community; 2.3) participate in community activities and 2.4) benefit from the results of various projects; 3)government involvement (SAO in Khung Bang Kachao), external agencies (DASTA) and the community, including 3.1) developing people in the communication process 3.2) developing communication systems, methods and technologies to be up-to-date and accessible to all people. All groups of people in the area 3.3) supporting adequate and continuous budgets; 3.4) building a network of communication cooperation; and 3.5) amending and amending relevant laws and regulations. For example, the Public Health Ac B.E. 2535 (1992) and the Act relating to local environmental authority, etc.
