Abstract

This paper examines the phenomenon of competition for resources from local communities from state development policies, and the process of creating a new identity of the Chong ethnic group for the right to manage community resources in Koh Kong Province, Cambodia. This paper suggests that the government's development policies in the past have played an important role, causing the ethnic identity of the Chong people to disappear. However, at the same time, the impacts of government development policies have also become a catalyst for new identity-building processes to oppose the state powers that oppressed ethnic Chong group as well. Although the new identity appears to be fluid in the changing political context.
