Implementing of “Sex Offender Registration and Notification System” for Royal Thai Police Criminal Record System on prevention and suppression of sex crime

Abstract

This research is to study sex offenders and deviant behaviors that effect in every society and they tend to increase in both number and level of violence. The sex offenders do not only affect physical security but also mental stability of all members in society. It is obvious that causes of sex offenses are different from other crimes where assets are not their targets but the drive of basic instinct in sexual emotions is uncontrollable. Therefore, the causes of sex offenses must be analyzed by determining personal/internal factors of mental state including personality, behavior and body, combined with external factors. The understanding of actual cause would lead to right treatments. At present, Thailand currently lacks certain state mechanisms to tackle sex crimes effectively. The problem of sex offenses is deeply rooted in the body or mind, thus short term or occasional therapy cannot be achieved successfully. To this end, many countries have enforced Sex Offenders Registration and Notification System, which is an important tool that allows members of society to cooperate with the public sector for monitoring and ensuring public safety from sex offenses.


Unarguably, Thailand is facing onerous sex crimes. It is necessary to implement such Sex Offenders Registration and Notification System. However, such system inevitably affects Human Rights of offender. In order to adopt the Sex Offender Registration and Public Notification System in Thailand, it needs to consider how to do so at an appropriate level in the context of Thai society.
