Three Years of Provincial Commission for Justice Administration Development (PCJAD): The Implementation of the Justice Policy from the State into Local Practices

Abstract
This research article is to demonstrate the main objective of the Provincial Commission for Justice Administration Development (PCJAD) project where the PCJAD performance of justice development steering and implementing into local and regional practices based on the national policy was analyzed. The result of PCJAD assessment would be reported to the National Commission for Justice Administration Development (NCJAD) as a lesson learning for the further policy development. The assessment is based on the minutes from each PCJAD in the fiscal year 2018-2020 and focus-group interviewing with PCJAD representatives from each province. The research revealed that most PCJAD were satisfactorily able to push forward and implement the national justice policy from the NCJAD. The implementation of PCJAD is primarily a top-down approach where actions and policies have solely been initiated from the NCJAD and the Ministry of Justice. However, a concrete channel for bottom-up approach to reflect the problems and to propose the decision making in justice process into the national policy level for NCJAD or the Ministry of Justice has been rarely observed.
