ข้อมูลเพื่อความยุติธรรม: ศักยภาพและความท้าทายของการใช้ข้อมูลจากรัฐในการวิจัยการค้ามนุษย์ในประเทศไทย

บทคัดย่อ
การค้ามนุษย์เป็นอาชญากรรมที่ฝังอยู่ในโครงสร้างทางสังคมและอำนาจอย่างลึกซึ้ง แม้ประเทศไทยจะมีความพยายามในการยกระดับกลไกการตอบสนอง แต่การวิจัยในประเด็นนี้ยังคงพึ่งพาข้อมูลทุติยภูมิ ขณะที่ข้อมูลจากหน่วยงานบังคับใช้กฎหมาย เช่น แฟ้มคดีตำรวจหรือคำพิพากษา ซึ่งมีศักยภาพในการสะท้อนกระบวนการยุติธรรมจริง กลับถูกใช้ในวงวิชาการค่อนข้างจำกัด บทความนี้ทบทวนวรรณกรรมที่เกี่ยวข้องเพื่อวิเคราะห์คุณค่าและข้อจำกัดของข้อมูลจากภาครัฐในการวิจัยด้านการค้ามนุษย์ โดยเน้นทั้งศักยภาพในการทำความเข้าใจรูปแบบการแสวงหาประโยชน์ และข้อพิจารณาด้านจริยธรรม กฎหมาย และอคติของระบบยุติธรรมที่อาจแฝงอยู่ในข้อมูลเหล่านี้ นอกจากนี้ยังเสนอแนวทางความร่วมมือเชิงนโยบายระหว่างนักวิจัยกับหน่วยงานรัฐ ที่ตั้งอยู่บนหลักความเชื่อถือ ความเป็นอิสระทางวิชาการ และการคุ้มครองศักดิ์ศรีของผู้เกี่ยวข้อง เพื่อส่งเสริมการใช้ข้อมูลอย่างมีจริยธรรมและนำไปสู่การพัฒนานโยบายที่ตั้งอยู่บนฐานหลักฐานจริงอย่างยั่งยืน
