บทคัดย่อ

การพัฒนาที่ดินบราวน์ฟิลด์เป็นส่วนหนึ่งของสาระการฟื้นฟูเมือง มุ่งเน้นการศึกษาที่ดินซึ่งเคยผ่านการใช้ประโยชน์มาแล้ว และถูกปล่อยทิ้งร้างไว้ด้วยสาเหตุที่แตกต่างกันจนไม่สามารถใช้ประโยชน์ที่ดินได้ในปัจจุบัน  ปัญหาที่ตามมาจากการเกิดที่ดินบราวน์ฟิลด์ คือ ปัญหาทางด้านความเสื่อมโทรมของเมืองทางเศรษฐกิจ สังคมและสิ่งแวดล้อม ตลอดจนถึงระดับปัญหาทางด้านสุขภาวะของชาวเมือง  จากเหตุการณ์นี้ได้ทำให้เกิดกรอบแนวคิด วิธีการศึกษา กระบวนการวางแผน รูปแบบการร่วมมือของผู้มีส่วนได้เสีย และเครื่องมือที่ช่วยในการดำเนินการเปลี่ยนแปลงฟื้นฟูที่ดินบราวน์ฟิลด์ให้สามารถกลับมาเป็นพื้นที่มีศักยภาพต่อกิจกรรมเชิงเศรษฐกิจ สังคมและสิ่งแวดล้อมของเมือง

Abstract

Brownfield refers to land that has been contaminated and/or abandoned after industrial or commercial use. Brownfields present the city with economic losses, decadent areas and threats to public well-being and environmental quality. Brownfield development concept involved an urban planning strategy which is aimed at improving the physical environment and the economy of the city via spatial cleanup and redevelopment. Consequently, many countries have developed conceptual framework, research methodology, tools, and planning process and implementation strategies to redevelop brownfields as high-valued area for the city.
