ความสัมพันธ์เชิงสาเหตุท่ีมีอิทธิพลต่อประสิทธิผลของสถานี ตำรวจนครบาล

บทคัดย่อ
สถานีตำรวจนครบาล เป็นหนึ่งในสถานที่ที่มีความสำคัญในการรักษาความสงบเรียบร้อยในสังคม การทำงานของ สถานีตำรวจนครบาลต้องดูแลประชาชนในพื้นที่กรุงเทพมหานครและต้องบริการตลอด 24 ชั่วโมง ภายใต้ความคาดหวัง ของประชาชนว่าตำรวจจะให้บริการที่สะดวก รวดเร็วและเป็นธรรม อย่างไรก็ตาม การทำงานของสถานีตำรวจนครบาลมี ข้อจำกัดที่สำคัญ คือการขาดแคลนกำลังพล งบประมาณ วัสดุ อุปกรณ์ และเทคโนโลยีที่ทันสมัย ซึ่งส่งผลกระทบต่อการ บริหารงานให้บรรลุเป้าหมายและเกิดประสิทธิผลที่ดี การวิจัยครั้งนี้มีวัตถุประสงค์ เพื่อ ศึกษาประสิทธิผลของสถานี ตำรวจนครบาล และศึกษาอิทธิพลของปัจจัยต่างๆ ได้แก่ ภาวะผู้นำการเปลี่ยนแปลง วัฒนธรรมองค์การ สมรรถนะ องค์การ องค์การแห่งการเรียนรู้ ความผูกพันต่อองค์การ การมีส่วนร่วมของชุมชน ที่มีต่อประสิทธิผลของการดำเนินงาน ของสถานีตำรวจนครบาล การวิจัยนี้เป็นการวิจัยเชิงปริมาณ กลุ่มตัวอย่าง คือ ข้าราชการตำรวจในสถานีตำรวจนครบาล ผู้ดำรงตำแหน่ง รองผู้กำกับการ สารวัตร รองสารวัตร และผู้บังคับหมู่ จำนวน 88 สถานี จำนวน 528 คน โดยใช้เกณฑ์ 20 เท่าของตัวแปร สุ่มแบบหลายขั้นตอน เก็บข้อมูลด้วยแบบสอบถาม และวิเคราะห์ข้อมูลโดยแบบจำลองสมการโครงสร้าง ผลการวิจัย พบว่า 1) สถานีตำรวจนครบาล มีประสิทธิผล ด้านตัวแบบกระบวนการภายในมากที่สุด รองลงมาคือ ตัวแบบ เป้าหมายเชิงเหตุผล ตัวแบบระบบเปิด และตัวแบบมนุษยสัมพันธ์ ตามลำดับ 2) ปัจจัยด้านภาวะผู้นำการเปลี่ยนแปลง และสมรรถนะองค์การมีอิทธิพลต่อประสิทธิผลของการดำเนินงานของสถานีตำรวจนครบาล ส่วนปัจจัยอื่นๆ ไม่พบว่ามี อิทธิพล Chi-square/df = 3.25 RMSEA=0.065 RMR=0.018 GFI=0.90 CFI =0.99 และ PGFI= 0.63 ข้อค้นพบ ดังกล่าวยังสามารถนำไปกำหนดเป็นยุทธศาสตร์ในการพัฒนาด้านทรัพยากรบุคคลของสำนักงานตำรวจแห่งชาติ
