การมีส่วนร่วมของชุมชนในการแก้ปัญหาหมอกควันในจังหวัดเชียงใหม่

Abstract

การวิจัยนี้ มีวัตถุประสงค์ เพื่อศึกษาสภาพปัญหาหมอกควันในพื้นที่จังหวัดเชียงใหม่ เพื่อศึกษาการ ด าเนินนโยบายการแก้ไขปัญหาหมอกควันของจังหวัดเชียงใหม่ และเพื่อเสนอแนะแนวทางในการด าเนิน นโยบายการแก้ไขปัญหาหมอกควันของจังหวัดเชียงใหม่ ผลการวิจัยพบว่า ปัญหาหมอกควันของจังหวัด เชียงใหม่ เกิดขึ้นทุกปี ยังไม่สามารถแก้ไขได้ ส่งผลกระทบส าคัญต่อสุขภาพของประชาชนในพื้นที่ การ แก้ไขปัญหาด าเนินการโดยหน่วยงานภาครัฐ ภาคเอกชนและประชาชนมีส่วนร่วมในการด าเนินการน้อย รวมทั้งกระบวนการขั้นตอนในการด าเนินการ ยังคงเป็นลักษณะการบริหารราชการในรูปแบบเก่าคือ เน้น จากบนลงล่างเป็นล าดับชั้น แนวทางในการด าเนินการแก้ปัญหา ควรส่งเสริมบทบาทของภาคเอกชนและ ประชาชนให้มีส่วนร่วมในการแก้ปัญหามากขึ้น

This research looked into the haze problem in Chiang Mai province, and the implementation of the haze problem eradication measures in order to provide operational suggestions for effective implementation of haze eradication policy. The researcher employed qualitative research and documentary research methods in this inquiry. It was revealed that the haze problem in Chiang Mai province occurred every year and so far was not eradicated. Consequently it affected people’s health in this area. Government officials played major role in the haze alleviation policy implementation while the people and community had little role to play. Moreover, policy implementation was in top-down fashion. It was suggested that local people in the community and the private sector should play an active role in eradication of the problem.
