Abstract

PURPOSES: To study processes of management and activities in the Pracharat Volunteer Fund for the socially vulnerable in Nonthaburi Province. METHODS: It was a qualitative research consisting of documentary research and in-depth interviews of 15 stakeholders. RESULTS: The socially vulnerable people in Nonthaburi lived in poverty. Public Volunteer Fund for them in Nonthaburi adopted the help model of EHCoM Model consisting of 4 features i.e. sudden help as E-Emergency assistance, psychological assistance or H-Heart assistance, help to coordinate with other help units in the area directly related to the problem, and assistance in each case or M-Management. Knowledge management for the socially vulnerable came from two sources i.e. the volunteers who work to help the social vulnerable and the knowledge management process implemented to educate the social vulnerable on new ways of thinking and new approaches. THEORY/POLICY IMPLICATIONS: The government could adopt the Nonthaburi Public Volunteer Fund Management model, with special emplanes on people participation for application in other areas.
