รูปแบบและบทบาทการนำเสนอเนื้อหาประชาคมอาเซียน: ปัญหา อุปสรรคและการปรับตัวของโทรทัศน์ไทย

            รูปแบบรายการที่นำเสนอเนื้อหาประชาคมอาเซียนมีความแตกต่างกันของทั้งรายการข่าว การสนทนา สารคดีและเกมโชว์ แต่ละรูปแบบรายการมีจุดเด่นการนำเสนอเนื้อหาแตกต่างกันโดยใช้แนวคิดการเล่าเรื่อง ประกอบด้วยโครงเรื่อง แก่นเรื่อง ผู้เล่า ฉาก การสื่อสารผ่านภาพและเสียง ส่วนบทบาทการนำเสนอเนื้อหาเป็นการให้ข้อมูลข่าวสารเป็นหลัก โดยมีประเด็นประชาคมสังคมและวัฒนธรรมมากกว่าประชาคมเศรษฐกิจ และประชาคมการเมืองความมั่นคง และยังพบบทบาทอื่น ได้แก่ การสร้างความต่อเนื่องและประสานส่วนต่าง ๆ ของสังคม การให้ความเพลิดเพลินแก่สมาชิกสังคมและการรณรงค์ทางสังคมให้เกิดความเปลี่ยนแปลง ส่วนปัญหาอุปสรรคของสื่อโทรทัศน์มี 2 ประเด็นคือ บุคลากรยังขาดองค์ความรู้ประเด็นภูมิภาคทำให้เนื้อหาที่นำเสนอมีความผิวเผิน สื่อขาดความกระตือรือร้นต่อการศึกษาปัญหาเชิงลึกเพราะขาดทักษะการสื่อสารด้วยภาษาอังกฤษและภาษาประชาคมอาเซียน และนโยบายและกฎหมาย ซึ่งส่งผลต่อสิทธิการเข้าถึงข้อมูลเพื่อนำเสนอต่อผู้ชมเนื่องจากระบบการปกครองของแต่ละประเทศทำให้เสรีภาพสื่อไม่ได้อยู่ในระดับเดียวกัน สื่อมวลชนควรปรับตัวโดยทำความเข้าใจทุกมิติของประชาคมอาเซียน ฝึกฝนภาษาอังกฤษซึ่งเป็นภาษาราชการในการสื่อสารของประชาคมอาเซียน ตรวจสอบข้อเท็จจริงโดยใช้เทคโนโลยีสมัยใหม่ รายงานและวิเคราะห์ข้อมูลเชิงลึกและเชิงกว้างไม่เน้นเฉพาะเรื่องตนเองแต่มองรวมทั้งภูมิภาค ตรวจสอบและกลั่นกรองข้อเท็จจริงอย่างระมัดระวังเพื่อหลีกเลี่ยงการนำไปสู่ความขัดแย้งและบาดหมางในเชิงความสัมพันธ์ระหว่างประเทศ

Abstract

          Patterns and roles of Thai TV program presentations on ASEAN Community were different with regard to news programs, talk shows, documentaries and quiz shows. Each program had different advantages in terms of narrations which were composed of plot, theme, narrator, setting, visual and sound image. As for the role in content presentation, it was mainly an informer role, emphasizing on socio-cultural contents rather than economic community, and political security aspects. Other roles included social integration, social continuity, recreation for society members, and social campaigns for changes. Obstades of TV media were classified into 2 categories a Lack of competent personnel with insight of Asian region and proficiency in English and other languages used for communication in ASEAN and about policies and laws to have audiences informed and political and social conditions that affect access to information for presentation to audiences. Under these circumstances, the mass media should adjust itself by understanding ASEAN Community in all dimensions, including ASEAN Community itself, politics and security, society and culture. In addition, it should also improve English proficiency. Furthermore, the media should check facts by utilizing modern technology. Moreover, the media should present all-rounded reports and analysis, including in-depth and reginal content, rather than emphasizing only on Thailand. Finally and most importantly, it should be careful about information selection for presentation in order to avoid a conflict and dispute of international relationship
