Abstract

      Preschool education focuses on educating of children from the ages of infancy until five year olds.
The development of preschool children is characterized by fundamental changes in every physical, emotional, social, lingual and cognitive. There are several agencies that are responsible for management. The major ministries responsible for management are as follows: the Ministry of Education, the Department of Health, the Ministry of Public Health, and the Department of Local Administrative Organization, the Ministry of Interior. The Ministry of Interior supports to the sub – district administrative organization (SAOs) to extent
opportunities for all preschool children, to receive quality of the early childhood care and development
(ECCD). Early childhood development centers under local administration organization is the one preschool
institution that service both rural and urban setting. It also mobilized all parties to participate in promoting
quality early childhood care and development. The major aims of early childhood development centers
are to extend childhood to get quality and in early childhood development. The early childhood development
centers are controlled the quality of management by the Office of the National Education Standards and
Quality Assurance (ONESQA). The internal quality assurance is the way to monitor the management of
early childhood education that used for all education levels in Thailand. Early childhood education in
Thailand has been developed for more than seventy years. Many research founded that the conditions of
early childhood care and development were at a moderate level. Therefore, all of the agencies that res-
ponsible for management have to improve and make up the quality of the management. Specially, the
local administrative organizations still have a lot of work to do.
