Development Strategies for Academic Staff’s Competency on Good Governance Principles of Thai Public Autonomous Universities

Abstract

The objectives of this study were to identify strategic guidelines and construct models of competency development based on good governance principles for academic staff of Thai public autonomous universities. The research instruments were in-depth interviews conducted with 50 executives, lecturers, and external experts from 6 Thai public autonomous universities. The results revealed that the 6 groups of strategies were Mission Models (5Ls), Strategy Models (6Ds), Cultural Models (5Cs), Vision Model (4Es), Strategy Models (2Os) and Mission Models (3Is). They were integrated into Strategy Modes (6Ds and 2Os), Cultural Models (5Cs), Mission Models (3Is and 5Ls) and Vision Models (4Es) for an easy understanding. These models were constructed based on the participation of operative staff in order to identify organizational strategy, culture, mission, and vision by using the bottom-up approach. Then, the top-down approach was implemented consisting of Strategic Identification Models (6Ds and 2Os), Cultural Models (5Cs), Mission Models (3Is and 5Ls), and Vision Models (4Es). As a result, the author proposed the DOCILE strategic model of competency development based on good governance principles for academic staff of Thai Public Autonomous Universities.
