Abstract

International cooperation on security after the Cold War ended in 1991. Regional security cooperation is different from the traditional security model. Nowadays, ASEAN faces a new type of security problem. (Non-Traditional Security or NTS) such as drugs, human trafficking, epidemics, migrant workers. Especially the problem of disaster which is increasing in intensity both natural and human disasters. Therefore, bringing the military potential of ASEAN in providing humanitarian assistance and disasters. In the past several years, although ASEAN has agreed to cooperate in disaster management, but in practice it does not appear to have much effect. As ASEAN lacks management capability because they lack knowledge Manpower and wealth as a result, cooperation in managing new forms of security in ASEAN seems to have no progress as it should be. It has become one of the problems that ASEAN needs to develop as a way to cooperate in using its resources and military capabilities in providing humanitarian assistance and disaster.
