Technology Inequality through Online Instruction Based on State Centralization Mindset

Abstract

This article aims to present the issue of the government administration via the Ministry of Education relating to the administration and enforcement of the state centralized power in the form of top-down command. The pattern of online instruction during the outbreak of the COVID-19 was taken into action regardless of consideration on varied contexts of different areas that has created inequalities in budgets and resources allocation.  Such policy could not be participated by the public to improve their desired quality of life and were also be considered as the derogation of rights and opportunities to access fundamental resources of which the state should provide to the public by law.  Therefore, the state should be circumspect in setting policies, facilitating access to education and distributing equality of educational opportunities to all areas and at all levels with well preparation in all aspects for education personnel, parents and students as priorities to reduce inequality of society and meet the goals of Thai state's education policy in the 21st century.
