Abstract

Many major factors are currently driving the government sector to rethink its roles and responsibilities whether they are the context of rapid change that requires government personnel to manage their learning and self-development and have their own development plan on a continuous basis in order to operate successfully in the framework of the country's rapidly changing situations. In addition, it is essential to consider factors affecting the change in the work of government personnel, including economic and technological factors towards changing the work within the organization. Amidst in the challenge of change, it is necessary to think about the consequences or outcomes that will occur after the change in the work of government personnel that must meet the goals of organizations. Organizations need skills to enhance their personnel’s skills in the digital era, using technology to work to solve problems, resolve the problem situations with principles of decision-making. More importantly, government personnel are also important factors that will help government organizations drive country's development under the context of challenges and turn-around changes because success requires organizational development as well as personnel development coupled with advancement and growth. These together can lead to the change in the work of government personnel that must be consistent with the changes in the current and future global and national context to develop more
