Abstract

Research on the problem of public opinion on the enactment of the law. The objective is to study the origins of the problematic conditions of the rules, theories, rules, rules and regulations in the implementation of the provisions of the Constitution that require people to participate in the enactment of laws or amendments to the law before it is published in the Government Gazette. enforce every law which the State must arrange for a hearing from those concerned to analyze the impact on people's rights and liberties that may arise from the systematic use of all-round legal measures on the principle of proportionality among the measures that the law empowers the government to enforce on the people. by listening to opinions from those involved in order to be consistent and appropriate to the various contexts of the people that change according to society, economy, industry and politics Research results in the public hearing and analysis of the people to be attributed Consideration in every step of the enactment process found that Since the promulgation of the Constitution of the Kingdom of Thailand, B.E. 2560, most people have not yet understood and did not understand the process of expressing their opinions about the enactment of laws or legislation. Due to the constitution is still unclear in the content of the provisions of the law relating to the determination of procedures for people to work in the way of expressing their opinions for the enactment of laws or the enactment of each law directly. In the past, it was the duty of members of the House of Representatives to consider and appoint a hearing committee to analyze the impact of the law in accordance with the order of the Secretariat of the House of Representatives. which deprives people of the opportunity to express their opinions about the enactment of laws or legislation. Recommendations: There should be an amendment and amendment to the Constitution of the Kingdom of Thailand, B.E. 2560 (2017) by defining practices for people's operations that require the state to have a hearing from relevant parties to analyze the impacts may arise from a comprehensive and systematic law to protect the rights and freedoms of the people This will lead to the disclosure of information from the hearing results and analysis of the impact of legislation or legislation to the public directly, such as allowing people to use the method of voting via the Internet or the method of voting cards. in the domicile or other appropriate means.
