Guidelines for Developing Core Competency of the Personnel in Sena Municipality in Phra Nakhon Si Ayutthaya Province

Abstract

 The purposes of this research were to: 1) investigate the development of core competency of the personnel in Sena Municipality in Phra Nakhon Si Ayutthaya Province;2) compare the development of the personnel’s core competency working in Sena Municipality in Phra Nakhon Si Ayutthaya Province, classified by personal factors; and 3) examine the guidelines for developing the personnel’s core competency of Sena Municipality in Phra Nakhon Si Ayutthaya Province. The research instruments were a questionnaire and an in-depth interview. The population consisted of 114 municipality personnel, permanent employee, employee for a specific job, general-hired personnel, and 10 local administrative government officers. Statistical analysis was performed in terms of percentage, mean, standard deviation, t-test, ​​F-test and Tukey's multiple comparison test with a statistically significant level at .05.  The results of the study revealed as follows:1) The development of core competency of the personnel in Sena Municipality in Phra Nakhon Si Ayutthaya Province, when it was analyzed as a whole, was at a high level (μ = 3.84 และ σ = 0.67). 2)The development of the personnel’s core competency working in Sena Municipality in Phra Nakhon Si Ayutthaya Province, classified by age, when it was analyzed as a whole, was different with a statistically significant level at .05 (sig = .016). 3)The guidelines for developing core competency of the personnel of Sena Municipality in Phra Nakhon Si Ayutthaya Province included action planning; procedure, goal, and objective determination; knowledge and skills development training; monitoring and evaluation; work improvement; organization culture enhancement; good moral traits cultivation; knowledge management systematization; assignment; job description provision;  service recipient need analysis; team conflict management; and morale and motivation.
