Abstract

Guidelines for decentralization of public health of local administrative organizations so that local personnel administration is ready to support the transfer of public health missions. The central authority must clearly define the personnel management system. The transferring agency must understand the process of accepting the entire transfer of duties and responsibilities and must create an understanding of the advancement in the position for the personnel. That preparation central authority The mission of public health must be clearly defined. The Ministry of Public Health's missions are set up covering all 5 areas, promoting, preventing, treating, rehabilitating, and protecting emergency medical missions. An analysis of the resource readiness of the local government organization must be conducted. Analyze the operating system to ensure readiness Analyze problems and obstacles that are expected to arise. In order to prevent problems, all relevant sectors must understand and jointly develop a human resource management system to be consistent with the mission of both the transferring agency and the transferring agency.
