แรงงานภาคเกษตรเป็นแรงงานเสี่ยงหรือไม่? : การเปรียบเทียบคุณภาพชีวิตทางสังคมของชาวนาไทยและเวียดนาม

บทคัดย่อ
การศึกษาเรื่อง “แรงงานเสี่ยง” เป็นประเด็นสำคัญในการทำความเข้าในระบบทุนนิยมในศตวรรษที่ 21 ที่พยายามอธิบายการจ้างแรงงานนอกระบบในพื้นที่เมือง อย่างไรก็ดี งานวิจัยฉบับนี้พยายามอธิบายว่าในแรงงานภาคเกษตรสามารถใช้กรอบการวิเคราะห์แรงงานเสี่ยงได้เช่นเดียวกัน โดยใช้วิธีการศึกษาจากการสำรวจเอกสารและการลงพื้นที่วิจัยสนามพื้นที่เปรียบเทียบจังหวัดฉะเชิงเทรา สำหรับประเทศไทย และพื้นที่ฮ่านาม บริเวณลุ่มแม่น้ำแดงในประเทศเวียดนาม ด้วยวิธีการสัมภาษณ์และเสวนากลุ่ม ค้นพบว่าเนื่องจากแรงงานในภาคเกษตรก็ต้องเผชิญกับสถานะแรงงานเสี่ยงเช่นเดียวกัน ด้วยการศึกษาวิถีการทำงานและคุณภาพชีวิตทางสังคม ทั้งในด้านของงานที่มีลักษณะชั่วคราว ไม่มีความแน่นอนในอาชีพ ขาดสวัสดิการทางสังคม และการทำงานไม่สามารถมองเห็นอนาคตในชีวิต ทำให้ชาวนาและเกษตรกรไทยและเวียดนามต่างอยู่ในสภาวะงานเสี่ยงและกลายเป็นแรงงานเสี่ยงในฐานะชนชั้นใหม่ของระบบเศรษฐกิจ
