Individuals as Global Governors: A Case Study of Rachel Carson and Her Silent Spring

Abstract

This paper aims to examine global governors under the concept of global governance in an attempt to argue that apart from other global governors such as states, intergovernmental organizations (IGOs), non-governmental organizations (NGOs), multinational corporations (MNCs), individuals are also capable of being global governors. Individuals as global governors can be those who are holding their social and political role or position, or even ordinary individuals like Rachel Carson, a case study of this paper, through her book Silent Spring. This paper asserts that despite being an ordinary scientist, Carson has played a vital role, thanks to her scientific knowledge and expertise, her proven writing ability, as well as her personal attributes such as courage, passion, persistence and acumen, as a global governor in raising public awareness about the use of chemical pesticides, especially DDT, which iginited wide-ranging changes in protection of natural environment and influenced environmental movements not only at a national level, but also international and global ones.
