อำนาจชาญฉลาดของญี่ปุ่น: การให้ความช่วยเหลือด้านความมั่นคงและการทหารแก่ฟิลิปปินส์

บทคัดย่อ
ในปัจจุบันญี่ปุ่นเผชิญกับความท้าทายซึ่งทำให้เครื่องมือหลักในการดำเนินนโยบายต่าง ประเทศอย่างเศรษฐกจิ และวัฒนธรรมไม่เพียงพออกี ต่อไป นายกรฐั มนตรชี นิ โซ อาเบะ จงึ ได้ปรับปรงุ กฎหมายและกลไกเพื่อรองรับการใช้อำนาจทางทหารในฐานะเครื่องมือใหม่ การดำเนินนโยบายเชิง รุกดังกล่าวสามารถอธิบายได้ด้วยแนวคิดอำนาจชาญฉลาด (Smart Power) ของ Joseph Nye ซึ่งเป็นแนวทางการใช้อำนาจทางทหารที่สอดคล้องกับรูปแบบและเป้าหมายของญี่ปุ่น การกระชับ ความสัมพันธ์กับฟิลิปปินส์ถือเป็นความร่วมมือด้านความมั่นคงที่มีพลวัตมากที่สุด เนื่องจากญี่ปุ่น และฟิลิปปินส์มีจีนเป็นความท้าทายร่วมซึ่งกระทบต่อผลประโยชน์ของทั้งสองประเทศในทะเลจีนใต้ และแม้ว่า การเปลี่ยนแปลงทางการเมืองภายในจะมีผลต่อทิศทางการดำ
