กลไกการอภิบาลทางสาธารณสุขของไทยในการจัดการโควิด-19

บทคัดย่อ

การแพร่ระบาดของโรคติดต่อโควิด-19 ถือเป็นวิกฤติทางสุขภาพครั้งยิ่งใหญ่ที่ท้าทายศักยภาพในการอภิบาลของรัฐ โดยทั่วไป การรับมือวิกฤตินี้มีลักษณะของการใช้คำสั่งและอำนาจทางปกครองเป็นส่วนมากซึ่งสะท้อนลักษณะของรัฐราชการที่กำกับกลไกการอภิบาลของในมิติสาธารณสุข การวิจัยชิ้นนี้ มุ่งศึกษากลไกการอภิบาลเพื่อควบคุมโรคของระบบสาธารณสุขและค้นพบว่าระบบนี้มีกลไกที่ได้รับการออกแบบมาเพื่อตอบสนองต่อวิกฤติสุขภาพที่สำคัญ 3 ประเภท ได้แก่ กลไกในการตัดสินใจ กลไกทางด้านการสื่อสาร และกลไกในการปฏิบัติการ กลไกเหล่านี้ในทางปฏิบัติถือว่าเป็นกลไกสาธารณสุขของรัฐที่มีประสิทธิภาพและอยู่ภายใต้การกำกับดูแลของหน่วยงานราชการ บทความนี้ ยังชวนตั้งข้อสังเกตเบื้องต้นถึงปฏิสัมพันธ์ระหว่างฝ่ายการเมืองและข้าราชการประจำที่น่าสนใจอันมาจากการอภิบาลกลไกเหล่านี้อีกด้วย
