โลกาภิบาลมาตรฐานการศึกษา: กรณีศึกษาการจัดอันดับมหาวิทยาลัยระดับโลก

บทคัดย่อ
งานวิจัยฉบับนี้จัดทำขึ้นโดยมีวัตถุประสงค์ 2 ประการ ประการแรกเพื่อศึกษากระบวนการโลกาภิบาลมาตรฐานการศึกษา ในแง่ของที่มา ตัวแสดงที่เกี่ยวข้อง ตลอดจนบทบาทของตัวแสดงต่าง ๆ ที่มีความสำคัญในกระบวนการดังกล่าว และประการที่สอง คือเพื่อศึกษาบทบาทหน้าที่ของการจัดอันดับมหาวิทยาลัยในระดับโลกต่อกระบวนการโลกาภิบาลมาตรฐานการศึกษาในขั้นตอนต่าง ๆ ที่เสนอโดย Weiss และ Thakur ได้แก่ การจัดการความรู้ การพัฒนาบรรทัดฐาน การสร้างและเผยแพร่ข้อแนะนำ และการทำให้องค์ความรู้และความคิดมีความเป็นสถาบัน ตลอดจนศึกษารูปแบบของสิทธิอำนาจของหน่วยงานเอกชนที่ทำหน้าที่จัดอันดับและเผยแพร่ข้อมูล โดยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เน้นการวิจัยเชิงเอกสารที่ใช้ทั้งเอกสารปฐมภูมิและทุติยภูมิ จากการวิจัยได้ข้อค้นพบว่า การจัดอันดับมหาวิทยาลัยมีบทบาทสำคัญในกระบวนการโลกาภิบาลมาตรฐานการศึกษาในบริบทของการบริหารจัดการเศรษฐกิจแบบเสรีนิยมใหม่ ในด้านหนึ่งการจัดอันดับมหาวิทยาลัยระดับโลกได้เข้ามาแก้ไขปัญหาความอสมมาตรของข้อมูลระหว่างสถาบันผู้ให้การศึกษาและผู้รับการศึกษา อีกด้านหนึ่งการจัดอันดับมหาวิทยาลัย ได้ทำหน้าที่ในมิติของการสร้างบรรทัดฐานว่า ‘มหาวิทยาลัยระดับโลก’ ควรมีคุณสมบัติอย่างไร แล้วรัฐบาล และสถาบันอุดมศึกษาต่าง ๆ ก็พยายามบริหารจัดการการศึกษาให้เป็นไปตามบรรทัดฐานนั้นอันเป็นส่วนหนึ่งที่ทำให้บรรทัดฐานของการเป็น ‘มหาวิทยาลัยชั้นนำของโลก’ มีความเป็นสถาบัน และทำให้องค์กรเอกชนชั้นนำที่ทำหน้าที่จัดอันดับมหาวิทยาลัยระดับโลกสามารถครอบครอง ‘อำนาจในเชิงเครือข่าย’ ที่สามารถกีดกันตัวแสดงใหม่ ๆ ที่ต้องการเข้ามาแข่งขันในการจัดอันดับออกไปได้
