บทคัดย่อ
งานวิจัยเชิงคุณภาพนี้มีวัตถุประสงค์เพื่อวิเคราะห์การเมืองของการจัดระบบที่ดิน ผลกระทบจากการจัดระบบที่ดินและเสนอแนะแนวทางการบริหารจัดการที่ดินที่ดีของระเบียงเศรษฐกิจพิเศษภาคตะวันออก โดยใช้ทฤษฎีเศรษฐศาสตร์การเมืองแนว มาร์กซิสต์เป็นเครื่องมือทำความเข้าใจ วิธีดำเนินการวิจัยใช้การเก็บรวบรวมข้อมูล 3 แบบ คือ การศึกษาเอกสาร การสัมภาษณ์ การสังเกตการณ์ วิธีวิทยาวิเคราะห์ข้อมูลใช้การวิเคาะห์ข้อมูลเชิงโครงสร้าง และการกระทำการภายใต้หลักการวิภาษวิธีที่เน้นปฏิสัมพันธ์ระหว่างผู้กระทำการทางสังคม โครงสร้างสังคม และกระบวนการทางสังคม ผลการศึกษาพบว่า การเมืองของการจัดระบบที่ดินของระเบียงเศรษฐกิจพิเศษภาคตะวันออก สะท้อนให้เห็นจากการใช้อำนาจรัฐจากการรัฐประหารจัดระบบที่ดิน กระทั่งการเคลื่อนไหวต่อต้านของภาคประชาชน 4 รูปแบบ คือ การเคลื่อนไหวต่อต้านในยุคเผด็จการ การเมืองบนท้องถนน การเมืองในรัฐสภาและการเมืองในกระบวนการยุติธรรม ส่วนผลกระทบจากการจัดระบบที่ดินสะท้อนให้เห็นหลากหลายรูปแบบแตกต่างกันในแต่พื้นที่ เช่น การทำลายพื้นที่เกษตรกรรมและผลกระทบต่อความมั่นคงทางอาหาร ผลกระทบต่อเจ้าของที่ดินและผู้เช่าที่ดิน เป็นต้น สำหรับแนวทางการบริหารจัดการที่ดินที่ดีของระเบียงเศรษฐกิจพิเศษภาคตะวันออก ควรสร้างทางเลือกนโยบายยุทธศาสตร์การพัฒนาพื้นที่ระเบียงเศรษฐกิจพิเศษภาคตะวันออกให้เป็นแหล่งอาหารหลัก หรือมีการชดเชยที่เป็นธรรมต่อผู้ที่ได้รับผลกระทบต่อการจัดระบบที่ดิน การปรับกระบวนการวิเคราะห์โครงการจัดทำผังเมือง รวมถึงการปรับภาษีที่ดิน
