ศูนย์การเรียนรู้โจ้โก้ จังหวัดน่าน กับความพยายามสร้างระบอบอาหารแบบทางเลือก

บทคัดย่อ
บทความนี้มีเป้าหมายหลักเพื่ออธิบายการสร้างระบอบอาหารทางเลือกของศูนย์โจ้โก้ จังหวัดน่าน ซึ่งเป็นการสร้างพื้นที่การต่อรองต่อความมั่นคงทางอาหารและการมีอธิปไตยทางอาหารขึ้นมาใหม่ โดยมีการต่อสู้ต่อรองความสัมพันธ์กับตัวแสดงต่าง ๆ ผ่านกิจกรรม/โครงการ ยุทธวิธีของศูนย์การเรียนรู้โจ้โก้ จังหวัดน่าน ที่เกิดขึ้นไม่ได้มีลักษณะที่จะต่อสู้หรือล้มอำนาจได้เต็มที่ แต่สามารถทำให้อำนาจถูกท้าทายจากปฏิบัติการที่ศูนย์การเรียนรู้โจ้โก้ร่วมกับเกษตรกรเปิดพื้นที่ขึ้นมาในระดับท้องถิ่น บทความนี้มองผ่านแนวคิดรัฐแบบองค์รวม โดยศึกษาด้วยวิธีวิจัยเชิงคุณภาพ ผลการศึกษาพบว่า ยุทธวิธีที่ศูนย์การเรียนรู้โจ้โก้เลือกใช้ เพื่อต่อสู้ต่อรองกับอำนาจรัฐ ประกอบไปด้วย 4 กลยุทธ์หลัก ดังนี้ 1) การสร้างความรู้ใหม่และนิยามตำแหน่งแห่งที่ของเกษตรกรในฐานะผู้จัดการทรัพยากรการเกษตร โดยศูนย์การเรียนรู้โจ้โก้ จังหวัดน่าน 2) การทำแผนที่การใช้ที่ดินผ่านคณะกรรมการนโยบายที่ดินแห่งชาติ เพื่อสร้างความชอบธรรมในการเข้าถึงที่ดินรูปแบบต่าง ๆ (ที่ดินปัจเจกและป่าชุมชน) 3) การดึงทุนเอกชนหลายองค์กรเข้าพื้นที่ทำให้เกิดสนามของการต่อรองในระดับพื้นที่ซึ่งเกษตรกรสามารถเผชิญกับอำนาจรัฐได้ในระดับหนึ่ง และ 4) การสร้างการตลาดทางเลือกที่เกษตรกรมีอำนาจต่อรองมากขึ้น
