การจัดการศึกษาในสถานการณ์ฉุกเฉิน: แนวคิดและการประยุกต์ใช้

บทคัดย่อ
บทความนี้วิเคราะห์แนวคิดและการประยุกต์ใช้การศึกษาในสถานการณ์ฉุกเฉิน (Education in Emergencies: EiE) โดยใช้หลักการของ EiE และมาตรฐานขั้นต่ำ INEE Minimum Standards (INEE MS) เป็นกรอบวิเคราะห์ ซึ่งครอบคลุมการเตรียมความพร้อม การตอบสนองและการฟื้นฟู เพื่อทำความเข้าใจกลไกการคุ้มครองสิทธิในการศึกษา การปกป้องคุ้มครองเด็กและการเยียวยาด้านจิตใจและสังคม ผลการศึกษากรณีเนปาล ปากีสถานและเลบานอน ชี้ให้เห็นว่าการบูรณาการ EiE ที่มีประสิทธิภาพต้องพึ่งพาความร่วมมือพหุภาคีทั้งระดับชาติ ท้องถิ่นและภาคประชาชน รวมทั้งหลักสูตรที่สอดคล้องกับบริบทหลังสถานการณ์ฉุกเฉิน เพื่อสร้างระบบการศึกษาที่ปลอดภัยและมีความต่อเนื่อง สำหรับประเทศไทยแม้นโยบายการศึกษาจะไม่ระบุกรอบ EiE โดยตรง แต่สอดคล้องกับ INEE MS ในด้านสิทธิการเข้าถึงการศึกษาและการปกป้องคุมครองเด็ก อย่างไรก็ตาม ยังมีข้อจำกัดจากกฎหมาย เช่น กฎหมายคนเข้าเมืองและระเบียบความมั่นคงที่จำกัดการเคลื่อนย้ายของเด็กพลัดถิ่นและเด็กไร้สัญชาติซึ่งกระทบต่อสิทธิทางการศึกษา ระบบบริหารแบบรัฐรวมศูนย์ การขาดกลไกประสานงาน การสนับสนุนการอบรมครูเพื่อเตรียมรับกับสถานการณ์ฉุกเฉินและการขาดการบูรณาการการเยียวยาทางด้านจิตใจและสังคมสำหรับเด็กที่ได้รับผลกระทบจากสถานการณ์ฉุกเฉิน ซึ่งล้วนเป็นอุปสรรคต่อการดำเนินงานที่มีประสิทธิภาพ บทวิเคราะห์สรุปว่าประเทศไทยจำเป็นต้องเสริมสร้างแนวทางการดำเนินงานโดยการบูรณาการหลักการ EiE อย่างครอบคลุมมากขึ้น การนำ INEE MS มาผนวกในแผนการศึกษา การปฏิรูปกฎหมายที่เป็นอุปสรรค การพัฒนาศักยภาพครูและการบูรณาการมิติด้านจิตใจและสังคม ถือเป็นสิ่งสำคัญในการสร้างความยืดหยุ่นและเป็นการรับประกันว่าเด็กทุกคนจะไม่ถูกกีดกันจากการศึกษาในยามวิกฤต
