การคลี่คลายตัวของความขัดแย้งทางการเมืองระหว่างรุ่น: หลังการชุมนุมประท้วงคนรุ่นใหม่ปี 2563-2564 ในประเทศไทย

บทคัดย่อ
หนึ่งในปรากฏการณ์ที่สำคัญในช่วงการชุมนุมทางการเมืองของเยาวชนคนรุ่นใหม่ในประเทศไทยระหว่างปี 2563-2564 คือ ความขัดแย้งทางการเมืองระหว่างรุ่นในระดับครอบครัว บทความนี้มีวัตถุประสงค์เพื่อศึกษาและประเมินสถานะของปรากฏการณ์ดังกล่าวว่า ภายหลังการยุติลงของการชุมนุม ความขัดแย้งระหว่างรุ่นที่เคยเกิดขึ้นยังคงดำรงอยู่หรือไม่ และมีการเปลี่ยนแปลงไปในทิศทางใด ในการตอบคำถามดังกล่าว บทความชิ้นนี้ใช้วิธีวิจัยแบบผสมผสานทั้งเชิงปริมาณและเชิงคุณภาพ ประกอบด้วย การสำรวจด้วยแบบสอบถาม การสัมภาษณ์เชิงลึก และการจัดกิจกรรมเชิงปฏิบัติการภายใต้แนวคิดจินตนาการพลเมือง (civic imagination) บทความชิ้นนี้พบว่า ภายหลังการชุมนุมทางการเมืองของคนรุ่นใหม่ยุติลงในปลายปี 2564 ความขัดแย้งทางการเมืองระหว่างรุ่น โดยเฉพาะในระดับครอบครัว ได้ค่อย ๆ คลี่คลายตัว และความร่วมมือทางการเมืองระหว่างรุ่นเริ่มขยายตัวขึ้น เพื่อวิเคราะห์เหตุผลและที่มาของปรากฏการณ์ดังกล่าว โดยนำกรอบการวิเคราะห์ปัจจัยกำหนดที่มาของความขัดแย้งระหว่างรุ่น 4 ประการมาใช้ ได้แก่ (1) การตระหนักถึงการถูกกีดกันในหลากหลายมิติด้วยตนเอง (the personalization of multi-dimensional exclusions) (2) ประเด็นปัญหาของโลกอนาคต (problem issues of the future) ที่ผู้ใหญ่ไม่สนใจ เช่น เรื่องสิ่งแวดล้อมและการศึกษา (3) การก่อตัวของสถาบันทางการเมืองของคนรุ่นใหม่ และ (4) ระบอบการปกครองโดยคนชราแบบเผด็จการ (autocratic gerontocratic regimes) จากการวิเคราะห์ค้นพบเงื่อนไขปัจจัยสำคัญ 3 ประการ ที่ทำให้ความขัดแย้งทางการเมืองระหว่างรุ่นคลี่คลายตัว ได้แก่ ประการแรก การเปลี่ยนแปลงในผู้ใหญ่จากการกีดกันสู่การโอบรับปัญหาและยอมรับบทบาททางการเมืองของคนรุ่นใหม่เสรีนิยม ประการที่สอง การปรับตัวของสถาบันทางการเมืองและการเคลื่อนไหวทางการเมืองของคนรุ่นใหม่เสรีนิยม จากการเน้นเฉพาะแนวร่วม “คนรุ่นใหม่เสรีนิยม” สู่ “เสรีนิยมทุกรุ่น” และจากการ “ชุมนุมปะ (confrontational protest)” ไปสู่ “การมีส่วนร่วมทางการเมืองแบบหลากหลายมิติ (multidimensional participation)” และ ประการที่สาม ความล้มเหลวและการลดบทบาทของรัฐบาลคนชราอนุรักษนิยม ผลทำให้คนรุ่นเก่าอนุรักษนิยมขาดตัวเลือกทางการเมือง แต่ต้องสร้างความร่วมมือกับคนรุ่นใหม่และพรรคการเมืองที่เป็นตัวแทนของคนรุ่นใหม่ เพื่อเป็นพันธมิตรทางการเมืองในการจัดการกับขั้วตรงข้ามทางการเมือง
