Hierarchy, Legitimacy, and Differentiated Voice: Cross-National Evidence from Asia

การศึกษานี้เสนอและทำการทดสอบเชิงประจักษ์กรอบแนวคิดเรื่อง “การมีส่วนร่วมภายใต้ความชอบธรรมของอำนาจ” ซึ่งหมายถึงการที่ความชอบธรรมในโครงสร้างลำดับชั้นสามารถส่งเสริมการมีส่วนร่วมผ่านโครงสร้างได้ ภายใต้บริบทที่มีค่านิยมแบบรวมกลุ่มและการยอมรับต่ออำนาจ การศึกษานี้ได้วิเคราะห์ตรวจสอบอิทธิพลของค่านิยมการยอมรับต่ออำนาจต่อการมีส่วนร่วมเชิงสถาบันและการมีส่วนร่วมผ่านการประท้วง โดยอาศัยข้อมูลกลุ่มประเทศเอเชียจาก World Values Survey รอบที่ 7 (ค.ศ. 2017–2022) ผลการวิจัยแสดงให้เห็นว่าการยอมรับต่ออำนาจสามารถทำนายการมีส่วนร่วมเชิงสถาบันที่สูงขึ้นและการประท้วงที่ลดลง โดยมีอิทธิพลส่งผ่านจากความเป็นระเบียบที่มุ่งเน้นความมั่นคงและศีลธรรม ขณะที่อิทธิพลของความไว้วางใจไม่แสดงผลที่มีนัยสำคัญซึ่งบ่งชี้ว่าอำนาจที่ชอบธรรมสามารถรักษาการมีส่วนร่วมเชิงสร้างสรรค์ได้โดยไม่ต้องอาศัยความไว้วางใจโดยทั่วไป กรอบแนวคิดนี้ช่วยขยายแนวคิดเรื่องภาวะผู้นำข้ามวัฒนธรรมและทฤษฎีเสียงของพนักงานโดยแสดงให้เห็นว่าโครงสร้างแบบลำดับชั้นสามารถเป็นกลไกส่งเสริมการมีส่วนร่วมอย่างมีศักยภาพได้หากมีความชอบธรรมและความยุติธรรมปรากฏในกระบวนการ สำหรับการบริหารองค์กรผลการวิจัยบ่งชี้ว่าองค์กรแบบลำดับชั้นที่ขับเคลื่อนด้วยภาวะผู้นำที่มีจริยธรรมและความโปร่งใส สามารถส่งเสริมการมีส่วนร่วมและนวัตกรรมได้โดยไม่ลดทอนความเป็นระเบียบขององค์กร ผู้นำองค์กรสามารถประยุกต์ใช้แนวคิดนี้ผ่านการออกแบบระบบการให้คำปรึกษาที่มีโครงสร้าง การเปิดรับฟังความคิดเห็น และระบบการตัดสินใจแบบมีส่วนร่วมที่สอดคล้องกับค่านิยมทางวัฒนธรรมเชิงอำนาจที่ส่งเสริมความปลอดภัยทางจิตใจและความผูกพันต่อองค์กร
