Factors Affecting E-Learning Outcomes

The purposes of this research were (1) to study levels of effectiveness of E-Learning and (2) to study the factors affecting effectiveness of E-Learning of government officers. This research studied from HRD e-Learning systems of Office of the Civil Service Commission (OCSC) which used to develop government officers. The samples of this research were 331 Thai’s government officers who have developed themselves by self-learning from the E-Learning system. The designed E-questionnaires were used as research instruments.
From the research result, it was found that (1) the effectiveness of E-Learning in respondents’ perception was at the highest level, (2) the trainee characteristics factors (motivation to learn and ability to learn) significantly influenced on effectiveness of E-Learning, (3) the E-Learning system program design factors (creating a learning environment, the application of learning theories, the design format to deliver learning contents, and the collaboration and sharing) also significantly influenced on effectiveness of E-Learning, and (4) the organization environment factors (the opportunities to use) also significantly influenced on the effectiveness of E-Learnin
