Abstract

This research purports to provide guidelines on human capital management for local administrative organizations in Thailand towards high performance organization in public services in the 21st century. There are 4 main parts of this paper, firstly, the study on the development of human capital management within local administrative organizations in Thailand towards better understandings of such particular system; secondly, the review on  international practices of human capital management within other relevant local administrative organizations; thirdly, the concerning ideas and theories with respect to human capital management and high performance organization, which are used to conduct necessary  analysis and identify the system's strengths and weaknesses upon practical applications. Lastly, the final part presents possible guidelines regarding human capital management for local administrations in the 21st century. This research is derived upon relevant academic suggestions and recommendations, of which are proposed with an aim to improve and develop the current strategies employed by Thailand's local administrations.
