Abstract

After taking the concept of Sustainable Development apply to use in Thailand. The Human Resource Development in Thailand must adapt it for using in other way. The Local Government has been developing Human Resource for long time, but the most Human Resource Development in Local Government aim to develop follow the Local Government Organization in which the crucible to develop the local people. Human Resource Development in this way is not responsible the Sustainable Development. In contrast the study the academic documents in related which was shown that the Human Resource Development for Sustainable Development in the present still concern with the center. To solve this problem is aim to open the opportunity for the local in each local have freedom to develop the people in the local government organization for suitable for the latency of the people or the need of each the Local Government. It is also direct with the task of Local Government to service with the local people or the own area. The Human Resource Development for Sustainable Development still consider with balance in 3 dimensions are 1) the social 2) the economic and 3) the environment. It is the human and social development have to concern with the economic development, natural resource and environment balancing by develop the people have more high quality, adapt themselves to know the changing, have conscious and have the life way support with the nature, have the possibility and opportunity to received the allocation of the natural resources and the benefit from development and the protect thoroughly and naturally. They able to service themselves constantly, systematically in management the social from every side. Including take the social investment in general appropriately. It will built Thai social to be the quality social which it learn all life, agreement and help cause of culture in develop Local Government Organization for Sustainable Development continually. In the Buddhist astrology the Human Resource Development for Sustainable Development concern with the eschatology must development integrated is building Holistic, it means all elements will connect together until plenary. It is also have 1 element is have balance and integrated the Sustainable Development will reach the successful, it will use not only technology and item, it will also develop their mind to have the morality to apply to do for the real results.

 The Human Resource Development of Local Government for Sustainable Development will concern with all people, it’s not only all the individual and government organization, it will also with the officers, people is the important procedure which it will make successful consists of 1) The development the knowledge in practice and theory which development continually 2) Encourage the social alertness throughout and continually 3) Have the requirement in the politic clearly and continually 4) Have the power to preach or develop the people in Local Government for respond the local requirement.

 The Human Resource Development of Local Government is not only the development in working for the application of the population, but it is also develop for sustainable in the future which the plan of the structure and planning for the Human Resource Development. It will be the link of the efficiency of working and the achievement from the connect and join the social development dimensions, politic dimensions and environment dimensions together.
