Policy-Making Process to Establishment “Nakhon Maesot”: Power Interaction between Elites in Official of Central, Regional and Local

This article aims to describe the policy-making process to establish the Special local government organization, “Nakhon Maesot”, Tak by used the elite concept to analyze the Actor and the various factors involved in the policy-making process them, which was concerned into step seven. The data collected from the interviews. Observed in the area and find related documents, data analysis by using the consistency of content and presentation by describing the process of policy along objectives. The results showed that the policy-making process to established the Special local government organization “Nakhon Maesot”, which can be described as consisting of seven steps, 1) Intelligence step, 2) Promoting step, 3) Prescribing step, 4) Invoking step, 5) Applying step, 6) Appraising step, and 7) Terminating step, which have the government leader, the local leader, the provincial governor, the commission of decentralization to the local government and the head of parliament into concerned. And others factors were concerned in the policy-making process to established the Special local government organization “Nakhon Maesot”, including, Factor form area where is potential for development, factor form the local leader whom be ability into the national policy-maker, factor form the Constitution that provides a way for local governments to establish special forms. Factor form the government's decentralization policy for the area to have a look And factors of economy and social transformation of the neighbor country that resulted in the need to update their policies accordingly.
