Development of Public Administration with Participation of Local Government Organization in Local Development Plan Preparation of Nakhon Pathom Provincial Administrative Organization

Abstract

This research were to: 1) study the level of participatory government administration of local administrative organizations in the formulation of local development plans of the Nakhon Pathom administrative organization, 2) study the factors that affect the public administration and the participation of administrative organizations of local development plans of the Nakhon Pathom Province, and 3) study the factors of the participation of the local administrative organizations that have a rational relationship with the cooperative government administration of the local administrative organizations of the Nakhon Pathom administrative organization. The sample were 138 peoples who are government officials and permanent employees of local government organizations in Nakhon Pathom Province. Data were treated and analyzed by using descriptive and inferential statistics which were percentage, mean, standard deviation, Chi-square test and multiple regression analysis. Results showed that 1) Factors affecting public administration in the overview are in high level. When considering each aspect, it was found that leadership was at the highest level. Understanding, attitude and motivation were at the high level, 2) the development of the bureaucratic administration of the local administrative organization in the formulation of the local development plan of the Nakhon Pathom administrative organization in overall and in each aspect, were at a high level. The following orders were opinions listening, cooperation building, role entering, empowerment and providing provision, 3) personal characteristics such as occupations, relationships with the development of public administration with the participation of local administrative organizations in the formulation of local development plans of the Nakhon Pathom administrative organization with statistical significance at the level of .05, and 4) factors affecting the participation of local administrative organizations were leadership In terms of knowledge, motivation, and attitude which affect the participation of local administrative organizations. There is a rational relationship with the participation of the bureaucratic administration of the local government organization with statistical significance at the level of .001.
