Abstract

Exportation is one of the main income generators for Thailand. More than 90% of worldwide exportation, including that of Thailand, relies on maritime transport. The trend has been constantly increasing. Seaport business, which is public utility business, is considered highly crucial to the nation’s economic development because of its rolein supporting maritime transport. Due to high market demand, seaport business in Thailand has been operated by its governmental and private entities. For public safety and welfare reasons, the Thai government has to intervene the private-owned seaport business. For some governmental entities such as the Port Authority of Thailand, there are law and regulations governing the operation its of business. For other governmental and private entities, however, the entrepreneurs must obtain the government permission prior to starting their trade according to the Notification of the National Executive No.58, B.E.1972 and (พระราชกฤษฎีกาฯ). This article described the importance, roles and duties of seaport business. It also reviewed the background and important content of law and regulations pertaining to the supervision of seaport business entrepreneurs according to the Notification of the National Executive No.58, B.E.1972.
