บทคัดย่อ
บทความนี้ มีวัตถุประสงค์เพื่อกำหนดรูปแบบและแนวทางที่เหมาะสมในการพัฒนาเครื่องมือการวิเคราะห์ผลกระทบในการออกกฎหมาย หรือ Regulatory Impact Assessment (RIA) ซึ่งจะทำให้เกิดความก้าวหน้าในการปฏิรูปกฎหมายของประเทศและจัดทำกฎหมายให้มีคุณภาพยิ่งขึ้น ปัจจุบันยังพบปัญหาและอุปสรรคในการวิเคราะห์ผลกระทบในการออกกฎหมายสาเหตุมาจากหลักเกณฑ์และกระบวนการในการวิเคราะห์ที่ไม่เหมาะสมและไม่ชัดเจนเพียง
พอสำหรับการนำไปปฏิบัติ ดังนั้น ผู้วิจัยจึงเห็นควรปรับปรุงหลักเกณฑ์และกระบวนการในการวิเคราะห์ผลกระทบในการออกกฎหมายของไทยให้ทัดเทียมกับนานาอารยประเทศ และสอดคล้องกับบริบทของประเทศไทย
