Legal Measures for Community Enterprise Promotion according to Community Enterprise Promotion Act B.E.2548: A Case Study of community enterprises in Mueang Loei District, Loei Province

This research aims to 1) study legal theories and concepts, including fundamental principles pertaining to the promotion of community enterprises; 2) examine enforcement issues with the Community Enterprise Promotion Act, B.E. 2548 (2005), which governs the promotion of community enterprises; and 3) explore ways to enhance and amend laws pertaining to the promotion of community enterprises, using a case study of community enterprises in Mueang Loei District, Loei Province.
The study’s findings found that although Thailand had the Community Enterprise Promotion Act B.E. 2548 (2005) and the second amendment of 2019, it did not succeeded in advancing and developing community enterprises in terms of legal concerns pertaining to the creation of special funds to support and promote community enterprises, provide financial resources to support community enterprises’ operations, or support legislative measures that established production and service standards for enterprises. It was also discovered that the aforementioned law’s provisions omitted procedures for establishing benchmarks for the output and services provided by community businesses in order to guarantee that these businesses’ offerings were respectable, trustworthy, and secure for customers or service users.
In order to ensure appropriateness and future benefits to the community, neighborhood, and nation, provisions pertaining to the development of community enterprises should be introduced to the law in accordance with the Community Enterprise development Act, B.E. 2548 (2005).
