รูปแบบการบริหารจัดการน้ำเชิงบูรณาการบนฐานภูมิปัญญาท้องถิ่น ของชุมชนรอบกว๊านพะเยา จังหวัดพะเยา

บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์ เพื่อศึกษาการรับรู้ที่มีต่อการบริหารจัดการน้ำของชุมชนรอบกว๊านพะเยา จังหวัดพะเยา เพื่อศึกษาการใช้ภูมิปัญญาท้องถิ่นในการบริหารจัดการน้ำของชุมชนหรือหน่วยงานที่ประสบผลสำเร็จ เพื่อพัฒนารูปแบบการบริหารจัดการน้ำเชิงบูรณาการบนฐานภูมิปัญญาท้องถิ่นของชุมชนรอบกว๊านพะเยา จังหวัดพะเยา และเพื่อจัดทำกลยุทธ์การนำรูปแบบการบริหารจัดการน้ำเชิงบูรณาการบนฐานภูมิปัญญาท้องถิ่นของชุมชนรอบกว๊านพะเยา จังหวัดพะเยา ไปใช้ในการพัฒนาชุมชน การวิจัยครั้งนี้ เป็นการวิจัยเชิงปริมาณ และการวิจัยเชิงคุณภาพ กลุ่มประชากรในการศึกษา คือ ผู้ใหญ่บ้านหรือกำนัน และสมาชิกองค์การบริหารส่วนตำบล จำนวน 306 คน  กลุ่มผู้ให้ข้อมูลสำคัญได้แก่ ผู้นำชุมชน ผู้นำกลุ่ม ผู้ทรงคุณวุฒิ และปราชญ์ชาวบ้าน ด้วยวิธีการคัดเลือกแบบเจาะจง จำนวนหมู่บ้านหรือหน่วยงานละ 8 คน กลุ่มผู้ให้ข้อมูลสำคัญในการตรวจสอบความเหมาะสมรูปแบบได้แก่ผู้ทรงคุณวุฒิ จำนวน 9 คน และกลุ่มผู้ให้ข้อมูลสำคัญในการจัดทำกลยุทธ์นำรูปแบบไปใช้ในการพัฒนาชุมชน ได้แก่ผู้ทรงคุณวุฒิ จำนวน 20 คน เครื่องมือที่ใช้ในการวิจัยเป็นแบบสอบถาม  แบบสัมภาษณ์ และแบบสังเกต วิเคราะห์ข้อมูลเชิงปริมาณโดยหาค่าร้อยละ ค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูลเชิงคุณภาพด้วยแบบสร้างข้อสรุปโดยการจำแนกประเภทข้อมูล  ผลการวิจัยพบว่า

การศึกษาการรับรู้ ที่มีต่อการบริหารจัดการน้ำของชุมชนรอบกว๊านพะเยา จังหวัดพะเยามีการรับรู้ต่อการบริหารจัดการน้ำของชุมชนรอบกว๊านพะเยา จังหวัดพะเยา อยู่ในระดับปานกลาง สำหรับการศึกษาการใช้ภูมิปัญญาท้องถิ่นในการบริหารจัดการน้ำของชุมชนหรือหน่วยงานที่ประสบผลสำเร็จ มีการดำเนินการเรื่องความร่วมมือ ร่วมใจกันของคนในชุมชน การแลกเปลี่ยนเรียนรู้ในการแก้ไขปัญหาของชุมชน การพัฒนาและการประยุกต์ใช้องค์ความรู้ ภูมิปัญญาดั้งเดิมผสมผสานกับเทคโนโลยีสมัยใหม่  การแบ่งปันผลประโยชน์อย่างเท่าเทียมกัน การสร้างเครือข่ายในการพัฒนา  

การพัฒนารูปแบบการบริหารจัดการน้ำเชิงบูรณาการบนฐานภูมิปัญญาท้องถิ่นของชุมชนรอบกว๊านพะเยา จังหวัดพะเยา สามารถสรุปเป็นรูปแบบ “PHAYAO MODEL”อันได้แก่ การสร้างการมีส่วนร่วมของชุมชน การสร้างองค์รวมภูมิปัญญา การสร้างความตระหนักรู้ของชุมชน การใช้น้ำให้เกิดประโยชน์สูงสุด

การประเมินผลการดำเนินการอย่างสร้างสรรค์ และการสร้างองค์กรพันธมิตรเครือข่ายความสัมพันธ์ เพื่อให้เกิดความร่วมมือ ร่วมแรงและร่วมใจอย่างแข็งขันเกิดพลังอำนาจและความเข้มแข็งให้กับชุมชนได้อย่างยั่งยืน

การจัดทำกลยุทธ์การนำรูปแบบการบริหารจัดการน้ำเชิงบูรณาการบนฐานภูมิปัญญาท้องถิ่นของชุมชนรอบกว๊านพะเยา จังหวัดพะเยาไปใช้ในการพัฒนาชุมชน ได้สร้างกลยุทธ์ จำนวน 5 กลยุทธ์ คือ 1) กลยุทธ์ส่งเสริมความเข้มแข็งการบริหารจัดการน้ำของชุมชน 2) กลยุทธ์ส่งเสริมการมีส่วนร่วมในการบริหารจัดการน้ำของชุมชน 3) กลยุทธ์สร้างกระบวนการเรียนรู้ในการบริหารจัดการน้ำของชุมชน 4) กลยุทธ์สร้างเครือข่ายการบริหารจัดการน้ำ และ 5) กลยุทธ์สร้างจิตสำนึกรัก และหวงแหนในทรัพยากรธรรมชาติและสิ่งแวดล้อมของชุมชน

Integrative Water Administration Model Based on Local Wisdom of Communities Surrounded Kwan Phayao, Phayao Province

This study aimed to: 1) investigating perception and attitudes towards water administration of Kwan Phayao, Phayao Province; 2) examining approaches in successful utilizing of local wisdom in water administration of organizations or communities surrounded Kwan Phayao; 3) developing water administration model integrating local wisdom of communities surrounded Kwan Phayao; and 4) formulating strategies in implementing integrative water administration model based on local wisdom of communities surrounded Kwan Phayao for community development. This study employed mixed-method research design, quantitative and qualitative. Population were 306 participants including village headmen, subdistrict headmen, and members of subdistrict administrative organization. Key informants for in-depth information investigation were community leaders, group leaders, honorary scholars, and local scholars composed of eight people from each village or organization recruited by purposive sampling. Nine experts were invited to validate the appropriateness of the model and twenty experts were involved in providing information for strategies development in implementing the model for community development. Research instruments were questionnaire, interview, and observation checklist. The quantitative data was analyzed by percentage, mean, and standard deviation, while the qualitative data was analyzed by using summarizing and categorizing techniques.

The findings as follow:

The communities surrounded Kwan Phayao held perception towards water administration at the moderate level of communities surrounded Kwan Phayao . For the investigation of successful integrative approaches of local wisdom in water administration of communities or organization were cooperative-based administration, exchange of knowledge to solve problems of the communities, development and application of local wisdom in combination with modern technology, equal sharing of benefits, and building development networks.

The development of integrative water management model based on local wisdom of communities surrounded Kwan Phayao could lead to evolvement of “PHAYAO MODEL” which composed of increasing community participation, building holistic integration of local wisdom, creating awareness raising of the community, using water for ultimate benefits, creatively evaluating the administration, and building organization networks for strong cooperation and strengthening the power of sustainable community development.

Five strategies were formulated for the implementation of water administration model based on local wisdom of communities surrounded Kwan Phayao, Phayao Province for community development: 1) Strategy promoting the strength of water administration by the community; 2) promoting participation of the community in water administration; 3) educating the community in water administration; 4) building networks in water administration; and 5) creating awareness raising and caring mind in preserving natural resources and environment of the community.
