ความปลอดภัยในชีวิตและทรัพย์สินของชุมชนในเขตเทศบาลตำบลเวียงเชียงของ ภายใต้การพัฒนาเขตเศรษฐกิจพิเศษชายแดนจังหวัดเชียงราย

บทคัดย่อ

การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อศึกษาระดับความปลอดภัยในชีวิตและทรัพย์สินของชุมชน และระดับการมีส่วนร่วมของชุมชนในการป้องกันความปลอดภัยในชีวิตและทรัพย์สิน รวมถึงการเสนอแนะแนวทางส่งเสริมการบริหารจัดการความปลอดภัยในชีวิตและทรัพย์สินของชุมชนในเขตเทศบาลตำบลเวียงเชียงของภายใต้การพัฒนาเขตเศรษฐกิจพิเศษชายแดนจังหวัดเชียงราย ประชากรที่ศึกษา คือ ประชากรที่อาศัยอยู่จริงตามหลักฐานทะเบียนราษฎร์ของสำนักงานทะเบียนท้องถิ่นเทศบาลตำบลเวียงเชียงของ อำเภอเชียงของ จังหวัดเชียงราย จำนวน 2,254 หลังคาเรือน ใช้วิธีสุ่มตัวอย่างแบบชั้นภูมิ ได้กลุ่มตัวอย่างจำนวน 340 หลังคาเรือน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ทำการวิเคราะห์ข้อมูลโดยใช้โปรแกรมสำเร็จรูปทางสถิติเชิงบรรยาย คือ ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และค่าเบี่ยงเบนมาตรฐาน และใช้การพรรณนาบรรยายสรุป เพื่อหาคำตอบอธิบายตามรายวัตถุประสงค์ของงานวิจัย

ผลการวิจัยพบว่า ภายใต้การพัฒนาเขตเศรษฐกิจพิเศษชายแดนจังหวัดเชียงราย ระดับความปลอดภัยในชีวิตและทรัพย์สินของประชาชนในชุมชนเขตเทศบาลตำบลเวียงเชียงของ ด้านความปลอดภัยจากอัคคีภัย อยู่ในระดับความปลอดภัยมาก ด้านความปลอดภัยจากการคมนาคมและขนส่ง และด้านความปลอดภัยของชุมชน อยู่ในระดับความปลอดภัยปานกลาง ในภาพรวมทั้ง 3 ด้านพบว่า อยู่ในระดับความปลอดภัยปานกลาง

สำหรับระดับการมีส่วนร่วมของประชาชนในการป้องกันความปลอดภัยในชีวิตและทรัพย์สินของชุมชนในเขตเทศบาลตำบลเวียงเชียงของ ทั้ง 3 ด้าน คือ ด้านการมีส่วนร่วมในการแสดงออกด้านความรู้และความเห็น ด้านการมีส่วนร่วมในการปฏิบัติการ และด้านการมีส่วนร่วมในการช่วยเหลือสนับสนุน อยู่ในระดับการมีส่วนร่วมปานกลาง ในภาพรวมทั้ง 3 ด้านอยู่ในระดับการมีส่วนร่วมปานกลาง

ทั้งนี้แนวทางส่งเสริมการบริหารจัดการความปลอดภัยในชีวิตและทรัพย์สินของชุมชนในเขตเทศบาลตำบลเวียงเชียงของภายใต้การพัฒนาเขตเศรษฐกิจพิเศษชายแดนจังหวัดเชียงราย คือ 1) การเพิ่มศักยภาพหน่วยรักษาความปลอดภัยชุมชน ด้านงบประมาณ และความรู้ใหม่ในการจัดการและป้องกัน 2) การใช้มาตรการควบคุมสถานประกอบการ ร้านอาหารอย่างเคร่งครัด 3) การกำหนดมาตรการดูแลและควบคุมแรงงานต่างด้าวให้เข้มงวดขึ้น 4) การสร้างชุมชนเข้มแข็ง โดยการจัดการความรู้ในชุมชนให้มีกระบวนการพัฒนาที่ต่อยอดสู่การพึ่งตนเองและการพึ่งพาอาศัยซึ่งกันและกัน

Life and Assets Safety of Communities in Wieng Chiang Khong Municipality under Special Economic Border Zone Development of Chiang Rai Province

The aims of this study were to investigate the level of life and assets safety of communities as well as community participation level in the prevention of life and assets safety in Wieng Chiang Khong Municipality under Special Economic Border Zone Development of Chiang Rai Province, and to formulate guidelines promoting safety management in life and assets of communities in Wieng Chiang Khong Municipality. The population was 2,254 households residing in the area and had registered as permanent residents based on house registration records of the Local Registration Office, Wieng Chiang Khong Municipality, Chiang Khong District, Chiang Rai Province, and 340 samples were selected by stratified sampling. Questionnaire was conducted for data collection and the data analysis was employed descriptive statistics including frequency, percentage, mean, and standard deviation, and narratives of the research results in accordance to the research objectives.

The findings showed that people's life and assets safety in communities within Wieng Chiang Khong Municipality with regards to fire safety was manifested as  a high level; traffic and transportation was demonstrated at a moderate level; and community safety was or so graded  as  a moderate level. Overall, community safety in three aspects was found marked as a moderate level.

People's participation in life and assets safety prevention of communities in Wieng Chiang Khong Municipality was divided into three aspects knowledge and opinion expression; safety implementation, and safety support, which were scored as moderate levels. Overall, people's participation in life and assets safety prevention in three aspects was rated at a moderate level.

Guidelines promoting safety management for people's life and assets in Wieng Chiang Khong Municipality under Special Border Economic Zone of Chiang Rai Province were: 1) Capacity empowerment of community safety prevention unit regarding to budget support and new knowledge in safety management and prevention; 2) Strong enforcement of  controlling regulation for enterprises and restaurants; 3) Establishment of regulation for controlling undocumented  immigrant labors intensely; and  4) Strengthen community by means of empowering people in community to gain self-reliance capacity while maintaining interdependent atmosphere.
