การพัฒนาตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงานตามระบบประกันคุณภาพภายใน ของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบ

บทคัดย่อ

การวิจัยเรื่อง การพัฒนาตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงานตามระบบประกันคุณภาพภายใน ของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบน มีวัตถุประสงค์เพื่อศึกษาสภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก  พัฒนาตัวชี้วัดและเกณฑ์คุณภาพการดำเนินงานตามระบบประกันคุณภาพภายใน และเพื่อประเมินคุณภาพของตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงานตามระบบประกันคุณภาพภายใน ของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบน ผู้วิจัยได้ดำเนินการวิจัยโดยแบ่งเป็น 3 ขั้นตอน คือ ตอนที่ 1 การศึกษาสภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามจากกลุ่มตัวอย่างที่ได้จากการสุ่มแบบหลายขั้นตอน (Multistage Random Sampling) จำนวน 351ศูนย์ วิเคราะห์ข้อมูลโดยค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ตอนที่ 2 การพัฒนาตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงาน ตามระบบประกันคุณภาพภายในของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบนโดยสังเคราะห์ตัวชี้วัด และเกณฑ์คุณภาพ จากการศึกษาสภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็ก และศึกษาจากเอกสารและงานวิจัยต่าง ๆ ที่เกี่ยวข้องจำนวน 35 ศูนย์ ผู้ให้ข้อมูล 105 คนวิเคราะห์ข้อมูลโดยสถิติสำหรับการวิเคราะห์องค์ประกอบเชิงยืนยัน (Confirmatory Factor Analysis : CFA) ตอนที่ 3 การประเมินคุณภาพของตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงานเก็บรวบรวมข้อมูลโดยใช้แบบประเมินคุณภาพของตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงานตามระบบประกันคุณภาพภายในของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบน ประเมินจากผู้ทรงคุณวุฒิ จากการเลือกแบบเจาะจง (Purposive Sampling) จำนวน 15 คน และวิเคราะห์ข้อมูลโดยการหาค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัย พบว่า

1. ผลจากการศึกษาสภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็กสังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบน พบว่า สภาพการดำเนินงานของศูนย์พัฒนาเด็กเล็กแบ่งตามองค์ประกอบ 7 ด้าน โดยด้านการพัฒนาบุคลากรมีการปฏิบัติอยู่ในระดับดีมาก และอีก 6 ด้านอยู่ในระดับดี

2. ผลการพัฒนาตัวชี้วัดและเกณฑ์คุณภาพการดำเนินงานตามระบบประกันคุณภาพภายในของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบน ประกอบด้วยตัวชี้วัด 7 ด้าน จำนวน 78 ตัวชี้วัดส่วนผลการวิเคราะห์องค์ประกอบ เชิงยืนยัน (Confirmatory Factor Analysis : CFA) ตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงาน ของศูนย์พัฒนา เด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น พบว่า โมเดลในทุกด้าน มีความสอดคล้องกลมกลืนกับข้อมูล เชิงประจักษ์ และพบว่า น้ำหนักตัวชี้วัดของโมเดลทุกด้านมีค่าเป็นบวก และ มีนัยสำคัญทางสถิติที่ 0.01

3. ผลการประเมินคุณภาพของตัวชี้วัด และเกณฑ์คุณภาพการดำเนินงานตามระบบประกันคุณภาพภายในของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น ในเขตจังหวัดภาคเหนือตอนบน พบว่า องค์ประกอบทุกด้าน มีคุณภาพในด้านความเหมาะสม ความถูกต้อง ความเป็นไปได้และอรรถประโยชน์อยู่ในระดับมากขึ้นไป

Development of Indicators and Quality Criteria of Implementing Internal Quality Assurance System for Child Development Center Affiliated with Local Administrative Organizations in the Northern Province

The purpose of research on development of indicators and the quality of criteria for implementation of the internal quality assurance system with in the child development center affiliated organizations in the Northern province were to study about implementation status of the child development center affiliated with Local administrative organizations, to develop indicators and criteria for implementation of the internal quality assurance system, and to evaluate quality of these indicators and criteria. This research were consisted by 3 steps. Step 1 :to study implementation status of the child development center affiliated organizations which collected data by questionnaire in 351 samples and analyzed with percentage, mean and standard deviation. Step 2 : to develop indicators and criteria for implementation of the internal quality assurance system by synthesis indicators and criteria from 35 development center affiliated to organizations, to tally 105 persons and literature review and analyzed by confirmatory factor analysis (CFA). Step 3:to evaluate quality of these indicators and criteria for implementation of the internal quality assurance system with in the child development center affiliated organizations which collected data by evaluation sheet from 15 experts whose selected by purposive sampling and analyzed data by mean and standard deviation.

Results were shown as following :

1. Implementation status of child development center affiliated organizations in the Northern province was aspect personal development was very good and anthers about six were good 

2. Indicators and criteria for implementation of the internal quality assurance system of the child development center affiliated organizations in the Northern province according to these 7aspects were 78indicators. Result of confirmatory factor analysis (CFA) of these indicators and criteria were revealed to all model positively with 0.01signification.  

3. Quality of indicators and the criteria for implementation of the internal quality assurance system with in the child development center affiliated organizations in the Northern province revealed to aspects with propriety, accuracy, feasibility and utility in the high level.
