การพัฒนาคุณภาพงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและข้อเสนอแนะการพัฒนาคุณภาพงานวิชาการในสถานศึกษา และเพื่อศึกษาแนวทางการพัฒนาคุณภาพงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 ประชากรที่ใช้ในการวิจัย ได้แก่ผู้บริหารสถานศึกษา จำนวน 153 คน ครูวิชาการ 153 คนรวมทั้งสิ้น จำนวน 306 คน และผู้เชี่ยวชาญ จำนวน 5 คน การรวบรวมข้อมูลใช้แบบสอบถามและการสัมภาษณ์ วิเคราะห์ข้อมูล โดยใช้สถิติหาค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และวิเคราะห์ข้อมูล

ผลการวิจัยพบว่า การพัฒนาคุณภาพงานวิชาการในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาเชียงราย เขต 3 โดยรวมอยู่ในระดับมาก(=3.54) เมื่อพิจารณาเป็นรายด้านเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการพัฒนาสื่อนวัตกรรมและเทคโนโลยีเพื่อการศึกษา ( = 3.58 ) รองลงมา คือ ด้านการพัฒนากระบวนการเรียนรู้ (= 3.53) ด้านนิเทศการศึกษา ( = 3.52) และด้านการวัดและประเมินผล( = 3.51)  ปัญหาการพัฒนา พบว่า ครูทำแผนการจัดการเรียนรู้ไม่ครบทุกกลุ่มสาระการเรียนรู้ แนวทางการวัดและประเมินผลไม่ชัดเจนไม่เป็นแบบแผน ไม่มีการวิเคราะห์ความจำเป็นในการใช้สื่อนวัตกรรม และเทคโนโลยีการศึกษาเพื่อการจัดการเรียนการสอน ขาดการนิเทศที่หลากหลายและเหมาะสมกับโรงเรียน  ข้อเสนอแนะ พบว่าครูควรทำแผนการสอนครบตามสาระการเรียน ควรจัดทำแนวทางการวัดและประเมินผลให้ชัดเจนเป็นแบบแผนที่สามารถนำไปใช้หรือประยุกต์ใช้ร่วมกันได้  ควรมีการวิเคราะห์ความจำเป็นในการใช้สื่อนวัตกรรม และเทคโนโลยีการศึกษาเพื่อการจัดการเรียนการสอน ควรมีวิธีการนิเทศที่หลากหลายและเหมาะสมกับโรงเรียน  แนวทางการพัฒนาคุณภาพงานวิชาการ ได้แก่ ยกระดับผลสัมฤทธิ์ทางการเรียนของนักเรียนให้สูงขึ้นจากการทดสอบของ สทศ และระดับเขตพื้นที่ ส่งเสริมมาตรฐานการศึกษาด้านผู้เรียนเรื่องผลสัมฤทธิ์ทางการเรียนตามหลักสูตร ส่งเสริมครูให้เกิดความรู้ความเข้าใจเกี่ยวกับเทคนิค การจัดการเรียนรู้ โดยเน้นผู้เรียนเป็นสำคัญ ส่งเสริมครูเกิดความรู้ความเข้าใจในการเขียนแผนการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ ส่งเสริมให้ผู้บริหาร และครูมีความเข้าใจ และพัฒนาตนเองอย่างมีประสิทธิภาพส่งเสริมการวัดและประเมินผลการเรียนรู้มีคุณภาพสอดคล้องกับสถานการณ์ปัจจุบัน พัฒนาแบบทดสอบที่สามารถวัดสมรรถนะของผู้เรียนครอบคลุมและตรงประเด็น ส่งเสริมพัฒนาให้ครูมีการประเมินผลการเรียนที่สอดคล้องกับสภาพการเรียนรู้  ส่งเสริมพัฒนาสื่อการเรียนการสอน นวัตกรรมให้เหมาะสมกับผู้เรียน

Academic Quality Development in Schools under Chiang  Rai Primary Educational Service Area Office 3

The purposes of this research were to study problems and provide suggestions for Academic quality development in schools under Chiang Rai Primary Educational Service Area Office 3. The population comprised totally 401 people, including 306 administrators, scholars and teachers and 5 experts. The instruments used in this study were structured in-depth interviews and questionnaire, which were analyzed by frequency, percentage, mean and standard deviation.

The results of this study were as follows:

1. The overall finding was found at a high level ( = 3.54)

2. When considering each aspects, the higher average was the developing innovative media and technology for education ( = 3.58), followed by the development process knowledge ( = 3.53), supervision ( = 3.52), and the measurement and evaluation ( = 3.51).

The problems were found that teachers did not complete lesson plans for every subject areas. Guideline for the measurement and evaluation was not in a stereotype. Then was no analysis of the need for media innovation. Educational technology for teaching lacked of supervision, no variety and appropriate to the schools.

Suggestions for this study were as follows:

1.Teachers should make a perfect learn plan, included clearly guidelines for measurement and evaluation.

2.Teachers should analyze the need of using innovation media, and Educational technology for learning and have variety of supervision.

Guidelines for development of academic quality area under Chiang Rai Primary Educational Service Area Office 3, were as follows:

1. Student achievement should be result to upper level.

2. Teachers should be encourage having expertly evaluation on student center technique and should be encourage teaching and giving knowledge to student effectively.

3. There should be a promotion for teachers and administrators to understand and

4. There should be a promotion for teachers who make innovation media to present his own project on media.

5. Teachers should be encouraged to have a habit of submission his work effectively and on time.

6. And lastly teachers should get supervision one time per semester.
