รูปแบบการจัดสวัสดิการสังคมสู่การส่งเสริมสุขภาวะและการพัฒนาคุณภาพชีวิตผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดอุตรดิตถ์

บทคัดย่อ

การวิจัยเรื่องรูปแบบการจัดสวัสดิการสังคมสู่การส่งเสริมสุขภาวะและการพัฒนาคุณภาพชีวิตผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดอุตรดิตถ์ มีวัตถุประสงค์ 1) เพื่อศึกษาสภาพและปัญหาการดำเนินการจัดสวัสดิการสังคมสำหรับผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุตรดิตถ์ 2) เพื่อศึกษารูปแบบการจัดสวัสดิการสังคมสู่การส่งเสริมสุขภาวะและการพัฒนาคุณภาพชีวิตผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุตรดิตถ์กลุ่มตัวอย่างคือคือผู้มีส่วนได้ส่วนเสีย (Stakeholders)ได้แก่ พัฒนาสังคมและความมั่นคงของมนุษย์จังหวัดอุตรดิตถ์สาธารณสุขจังหวัดอุตรดิตถ์นายกองค์การบริหารส่วนตำบล ผู้บริหารองค์กรปกครองส่วนท้องถิ่น โดยการเลือกแบบหลายขั้นตอน (Multi–Stage Random Sampling)โดยวิธีการสุ่มแบบเจาะจง (Purposive sampling) เครื่องมือที่ใช้ในการรวบรวมข้อมูลเชิงปริมาณคือแบบสอบถามทำการวิเคราะห์ข้อมูลเชิงปริมาณโดยใช้สถิติเชิงพรรณนา (Descriptive Statistics) และสถิติเชิงอนุมาน (Inferential Statistics) ผลการศึกษาดังนี้

1. สภาพและปัญหาการการดำเนินการจัดสวัสดิการสังคมสู่การส่งเสริมสุขภาวะและการพัฒนาคุณภาพชีวิตผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นจังหวัดอุตรดิตถ์ พบว่าองค์กรปกครองส่วนท้องถิ่นยังมีความพร้อมระดับค่อนข้างน้อย ทั้งด้านการบริหารจัดการด้านงบประมาณ และด้านบุคลากร เช่น นักสังคมสงเคราะห์ นักจิตวิทยา นอกจากนี้บุคลากรที่ได้รับมอบหมายให้ปฏิบัติงานด้านจัดสวัสดิการสังคมขององค์กรปกครองส่วนท้องถิ่น ยังขาดความรู้ ทักษะและประสบการณ์ในการทำงานด้านสวัสดิการสังคม สำหรับด้านงบประมาณ และด้านการบริหารองค์กรปกครองส่วนท้องถิ่นแต่ละแห่งมีความพร้อมแตกต่างกัน

2. รูปแบบการจัดสวัสดิการสังคมสู่การส่งเสริมสุขภาวะและการพัฒนาคุณภาพชีวิตผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุตรดิตถ์คือ“MEC-MOLETH Model”

3. รูปแบบการจัดสวัสดิการสังคมสู่การส่งเสริมสุขภาวะและการพัฒนาคุณภาพชีวิตผู้สูงอายุขององค์กรปกครองส่วนท้องถิ่นในจังหวัดอุตรดิตถ์โดย มีความสอดคล้องกับรูปแบบที่นำเสนอซึ่งสามารถนำไปปฏิบัติใช้ในองค์กรปกครองส่วนท้องถิ่นได้

Model of Social Welfare Management to State of Health Promotion and Quality of Life Development for Elderly of Uttaradit Local Administration Organization.

The Purposes of this Research were : To Investigate The state and problem of Social Welfare Management for Elderly of Uttaradit Local Administration Organization; To investigate models for Social Welfare Management to State of Health Promotion and Quality of Life Development for Elderly. The Sample Groups of the Study were Stakeholders, Resource Personnel Comprising Uttaradit Social Development and Human Stability, Uttaradit Public Health, Heads of Sub-District Local office Administration, and Executive Local administration. Sample groups were obtained through multi-Stage random sampling using purposive sampling methodology. The research tools for Quantitative data collection were Questionnaires. Collected Data were analyzed using deceptive statistics statistics and inferential statistics. The study revealed that :

1. The state and problems of social welfare management to state of health promotion and Quality of life development to Elderly of Uttaradit Local Administration Organization indicted that Local Administration Organization was in low level of readiness on both budget management and personnel such as social welfare specialists and psychologists. Besides the people who perform the task were lack of knowledge, skills and experience on social welfare tasks. For the budget domain, such Local Administration Organization were differed in their readiness

2. The Models on social welfare management to state of health promotion and Quality of life development to Elderly of Uttaradit Local Administration Organization showed that the conference and the research used the strength and Opportunity to set the model for social welfare management to state of health promotion and Quality of life development to Elderly of Uttaradit Local Administration Organization, “MEC-MOLETH Model”.

3. The assessment of model on social welfare management to state of health promotion and Quality of life development to Elderly of Uttaradit Local Administration Organization was conducted by Knowledge hearing comprising Community development personnel, Uttaradit Social development and stabity, Lab-Lae health promotion hospital, heads of Sub district local office Administration, and Uttaradit public health personnel found that their opinions were in accord with proposed model that could be applied for Job performance of local administration Organization.
