การพัฒนาบุคลากรของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นอำเภอเทิง จังหวัดเชียงราย

บทคัดย่อ

การวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษาสภาพ ปัญหาและข้อเสนอแนะ และเพื่อศึกษาแนวทางการพัฒนาบุคลากรของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่นอำเภอเทิง จังหวัดเชียงราย ประชากร ได้แก่ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น ปลัดองค์กรปกครองส่วนท้องถิ่น นักวิชาการศึกษา ประธานคณะกรรมการบริหารศูนย์พัฒนาเด็กเล็ก ครูผู้ดูแลเด็กและผู้ช่วยครูผู้ดูแลเด็ก รวมทั้งสิ้น จำนวน 215 คน และกลุ่มผู้เชี่ยวชาญ จำนวน 9 คน รวบรวมข้อมูลโดยใช้เครื่องมือแบบสอบถาม และการสนทนากลุ่ม วิเคราะห์ข้อมูลโดยใช้ค่าความถี่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและวิเคราะห์เนื้อหา ผลการวิจัยพบว่า สภาพการพัฒนาบุคลากรของศูนย์พัฒนาเด็กเล็ก โดยรวมอยู่ในระดับน้อย (=2.49) และเมื่อพิจารณาเป็นรายด้าน เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย คือ ด้านการวางแผนการพัฒนาบุคลากร อยู่ในระดับปานกลาง (=2.68) รองลงมา ด้านการดำเนินการตามแผนการพัฒนาบุคลากร อยู่ในระดับปานกลาง (=2.66) ด้านการกำหนดความจำเป็นในการพัฒนาบุคลากร อยู่ในระดับน้อย (=2.33) และด้านการประเมินผลการพัฒนาบุคลากร อยู่ในระดับน้อย (=2.26) ปัญหาการดำเนินงาน พบว่า ไม่มีการประเมินผล ไม่มีงบประมาณ และไม่มีการวางแผนพัฒนาบุคลากรอย่างเป็นระบบ ข้อเสนอแนะ พบว่า ควรจัดทำแผนการยกระดับศูนย์พัฒนาเด็กเล็กให้มีคุณภาพ ควรพัฒนาบุคลากรที่มีอยู่เดิมให้ได้ตามมาตรฐาน และได้รับการจัดสรรงบประมาณรวมถึงการสนับสนุนด้านอื่นๆ อย่างเพียงพอ

The Personnel Development of the Child. Development Centers under the Local Government Organization Theong District, Chiang Rai Province

The purpose of this research was  to study the problem of the staff , suggestion, and the guideline of the child development center under the local government organizations, Thoeng District. Population, included administrators local organizations permanent local scholars study ,Chairman of the administrative Board of the child development center ,the child care teacher and assistant teachers in children totally 215 people and a group of professionals, 9 people were participated in from group discussion . Data query tool and focus groups were analyzed using frequency, percentage, mean, standard deviation, and content analysis. It was found that the shaft development of the child development center was generally low level ( = 2.49) and the sort the mean from high to low, development plan was in medium level ( = 2.68), the implementation of the development plan was in the medium ( = 2.66) the need for staff development was low level ( = 2.33), and evaluation was the low level ( = 2.26). Problems in the operation, it was found that no budget, no evaluation and development planning of personnel systematically. The suggestions showed that should plan to raise the child development center for quality The existing personnel should be developed to meet the standard with bidet allocation and often kinds of support.
