Development Model Healthy Public Policy at the Local Upper Northern of Thailand

Abstract

  This research was the qualitative and quantitative study aimed to synthesize the healthy public policy and its influencing factors at the local level in the northern area of Thailand. The qualitative data obtained by using documents of the lessons in driving for participatory healthy public policy with given tangible results at the district level in the northern area. Primary data was collected by in-depth interviews, and questionnaires survey of 400 samples from purposively sampling of persons who involved in making of the healthy public policy from 52 sub-districts of targeted area. The qualitative data was analyzed by content analysis; while quantitative data were interpreted by statistical methods for example percentage, mean, standard deviation, and multiple regression analysis.
   The results presented that healthy public policy consisted of four stages:1)formation, 2)formulation, 3) implementation, and 4) evaluation. Six aspects of healthy public policy included community health system, environmental management, drugs and vices, sustainable agriculture, community welfare, and the quality of life for elder, children and youth. Factors affected the healthy public policies were personal factors, environmental factors, participatory factors, and supporting factors. There were five sub-factors that could predict the healthy public policy as follows: educational level, economic, information provision, management, and support. The coefficients were .664, .361, .213, .255, and .073 respectively. The power to prediction was 48.4 percent; and the standard error of prediction was .775. In summary, the healthy public policy model characterized by 1) actors, 2) mission of local healthy public policy, 3) public policy process, 4) factors influencing the healthy public policy, and 5) participatory healthy public policy
