Abstract

The purpose of this research (1) to study the social and cultural conditions of ethnic groups in Wawee Sub-district, Mae Suai District, Chiang Rai Province (2) to study the community organization of ethnic groups in Wawee Sub-district, Mae Suai District, Chiang Rai Province (3) to analyze guidelines for establishing norms for community organization of ethnic groups in Wawee Sub-district, Mae Suai District, Chiang Rai Province.

Data obtained from research comes from document research. In-depth interviews and focus group discussions In which informants Is a representative from 7 ethnic groups in Wawee Sub-district, Mae Suai District, Chiang Rai Province

The finding revealed that each ethnic community regulation in this study area originally maintained the ancestor’s custom, tradition, and rules that nowadays have been improved according to the current legislation such as the civil and commercial law including the family law that was associated to the engagement, marriage, divorce, division of common property upon divorce, and inheritance division.Also the determination of punishment was in accordance with the criminal law including quarrel, mayhem, larceny, forest invasion, and ammunition as well as drug transport. Even if those who violate the penalty or social sanctions and prosecuted but still lack the norms of punishment of each group equally.

In addition, the research also provided guidelines for establishing norms in organizing communities of ethnic groups. By considering recidivism between the ethnic groups in the matter of forests, contention, drugs and burglary. In which the said guidelines, relevant local agencies Able to collect all the local rules and regulations. To create knowledge Understanding of society and culture of ethnic groups and organizing communities in accordance with the development of local government organizations. In the area of ​​Wawee Sub-district, Mae Suai District, Chiang Rai Province and using the rules that have been compiled to create norms to be issued as a district regulation or the next ordinance.
