การพัฒนาท้องถิ่นภายใต้ระบอบประชาธิปไตย : ข้อเสนอการให้องค์ความรู้และการมีส่วนร่วมทางการบริหารท้องถิ่นเบื้องต้นแก่ผู้เรียน

บทคัดย่อ

ในบทความชิ้นนี้ผู้เขียนมีวัตถุประสงค์เพื่อชี้ให้เห็นถึงความสำคัญของการใช้การศึกษาเป็นเครื่องมือสำคัญในการพัฒนาท้องถิ่น โดยผู้เขียนได้เสนอให้มีการจัดการศึกษาที่ให้ความรู้ทางการบริหารและการพัฒนาท้องถิ่นเบื้องต้นแก่ผู้เรียนและเสนอให้เปิดโอกาสให้ผู้เรียนมีส่วนร่วมต่อการพัฒนาท้องถิ่น ซึ่งมีความสอดคล้องกับยุทธศาสตร์การศึกษาในด้านการศึกษาที่อาศัยชุมชนเป็นฐาน (Community-Based Education) ในหลักสูตรควรเพิ่มเติมองค์ความรู้ทางด้านการบริหาร เพื่อให้มีพื้นฐานที่ดีต่อการทำความเข้าใจวิถีทางแห่งประชาธิปไตย โดยเยาวชนควรรู้จักตนเองและท้องถิ่นของตน ตั้งแต่การศึกษาในระดับพื้นฐานเป็นต้นมา การทำความเข้าใจตนเอง สถานศึกษาและท้องถิ่นที่ตนอยู่และการฝึกประสบการณ์การมีส่วนร่วมในการบริหารงานท้องถิ่นของผู้เรียนจะเป็นการถักทอและเชื่อมต่อคุณค่าของระบอบประชาธิปไตยได้ดีกว่าที่เป็นอยู่ การพัฒนาโดยการให้ความรู้ที่จำเป็นต่อการพัฒนาท้องถิ่นต่อผู้เรียน และการเปิดโอกาสให้ผู้เรียนมีส่วนร่วมต่อการพัฒนาท้องถิ่น จะนำไปสู่การได้ผู้เรียนหรือพลเมืองที่มีความสอดคล้องต่อระบอบประชาธิปไตย ซึ่งเกิดประโยชน์ทั้งต่อตนเองและสังคมประเทศชาติ

ABSTRACT

The objective of this paper was to indicate that education was an important tool for local development. Author recommended that there should be a curriculum which placed the fundamental principles on general administration and local administration development knowledge to the learners and this was in accordance with the community-based education strategy. The curriculum should enhance the general administration principles as it could be a good fundamental to understand democratic practices. The learners should know the fundamental structures of their schools, communities and local governments from the starting level of education. Self-understanding and the knowing of their schools, local governments as well as an experience in participation the local administration helped to inherit the values of democracy more efficiency. A development approach of provision of fundamental local administration knowledge and participation to the learners leaded to forming learners according to the democracy regime which would be beneficial not only for themselves but also the nation.
