Abstract

The research on The Strategic Human Resource Development Plan of Department of Special Investigation (B.E.2560-2564) to solve the problem of lack of integration, participation and creativity has two purposes; 1) to study the internal and external circumstance factors affecting the human resource development plan of Department of Special Investigation in B.E.2560 – 2564; 2) to develop the strategic human resource development plan of Department of Special Investigation in B.E.2560 – 2564.  This is the qualitative research in the form of research and development.  By purposive sampling, the research population comprised five persons in administration channel.  Instrument for data collection was structured interview.  A number of 160 persons of the research population selected by purposive sampling get involved in the human resource development plan.   Instruments used to collect data included learning and workshop and data analysis by contents analysis.

            Research findings are as follows. 1) The internal circumstance factors affecting the human resource development plan of Department of Special Investigation in B.E.2560 – 2564 are five strengths and five weaknesses while the external circumstance factors affecting the human resource development plan of Department of Special Investigation in B.E.2560 – 2564 are identified as five opportunities, and five threats.  2) The strategic human
