ADMINISTRATIVE INNOVATION AND THE DEVELOPMENT OF LOCAL GOVERNMENT ORGANIZATIONS IN THE VUCA WORLD ERA

Abstract

This article aims to explore the roles and approaches of administrative innovation in the development of local government organizations in Thailand within the VUCA (Volatility, Uncertainty, Complexity, Ambiguity) context. Utilizing a synthesis analysis from academic documents and real-world case studies of local organizations implementing innovations, the study found that local government organizations must transform their administrative structures to become more flexible, agile, and open to change. This particularly involves adopting technological innovations such as digital service systems (E-Service), Big Data analytics, and Artificial Intelligence (AI) to enhance efficiency in public service delivery and internal management. Additionally, significant driving forces behind innovation adoption include resource limitations, evolving public service expectations, decentralization policies, and advancements in technology. Strategically, the study proposes five critical approaches: establishing data-driven policies, creating local innovation centers, allocating innovation budgets, enhancing personnel capabilities, and developing integrated partnership networks. These strategies aim to enhance the capabilities of local government organizations to effectively and sustainably manage uncertainties and challenges in the contemporary era.
