การสื่อสารเพื่อลดความขัดแย้งในสังคมอุตสาหกรรมกับชุมชนด้วยการใช้หลักธรรมาภิบาลในการปฏิบัติจริง

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อสร้างวิธีการสื่อสารการลดความขัดแย้งระหว่างโรงงานอุตสาหกรรม โรงโม่หินกับชุมชน ด้วยการสื่อสารที่เกิดจากการปฏิบัติจริงตามหลักธรรมาภิบาลของโรงโม่หินออกมาสู่ชุมชน เป็นการวิจัยเชิงคุณภาพ โดยการสนทนากลุ่ม กลุ่มเป้าหมายแบ่งเป็น 2 กลุ่ม ๆ ละ 7 คน รวมจำนวน 14 คน ผลการวิจัยพบว่า มีวิธีการปฏิบัติการสื่อสารด้านธรรมาภิบาล คือ 1) หลักนิติธรรม ควรปฏิบัติตามขั้นตอนกฎหมายด้านผลกระทบต่อสภาพแวดล้อม (EIA) โดยสื่อสารทำความเข้าใจกับชุมชน 2) หลักคุณธรรม ผู้ประกอบกิจการโรงโม่หินทำการสื่อสารให้พนักงานยึดมั่นในจิตสำนึก มีระเบียบวินัย ซื่อสัตย์ 3) หลักความโปร่งใส ควรให้ผู้ประกอบการควรสื่อสารโดยการเปิดเผยข้อมูลเกี่ยวกับกระบวนการและเปิดโอกาสให้ประชาชนเข้ามาร่วมเป็นกรรมการภาคประชาชน เพื่อนำข้อมูลที่ถูกต้องช่วยสื่อสารต่อไป 4) หลักการมีส่วนร่วม ผู้ประกอบการโรงโม่หินเปิดเวทีให้สาธารณะรับผังความคิดเห็นในด้านต่าง ๆ ให้โอกาสชุมชนได้สื่อสารกับผู้ประกอบการ 5) หลักสำนึกรับผิดชอบ ควรกำหนดแนวทางปฏิบัติในการรับผิดชอบต่อสังคมเพื่อให้เกิดการเยียวยาได้ทันท่วงที 6) หลักความคุ้มค่า ควรนำหลัก 3R คือ Reduce Reuse และ Recycle และสื่อสารให้ประชาชนในในชุมชนได้รับทราบ
