A Model of School-Based Management in the 21st Century for Small Primary Schools under the Primary Educational Service Area Office in Sisaket Province

Abstract

This research aimed to: (1) examine the conditions, problems, and administrative guidelines; (2) develop an administrative model; and (3) evaluate the administrative model. The study was conducted in three phases as follows. Phase 1 examined the conditions, problems, and administrative guidelines. The sample consisted of 46 school administrators and 305 teachers selected through stratified random sampling. The research instrument was a questionnaire with reliability coefficients of 0.990 and 0.985. Data were analyzed using frequency, percentage, mean, and standard deviation. Structured interviews were also conducted with 12 key informants selected through purposive sampling. Phase 2 involved developing and refining the draft model through focus group discussions with 9 experts. The instruments included record forms and a model evaluation form. Data were analyzed using mean and standard deviation to assess appropriateness. Phase 3 evaluated the model in terms of appropriateness, feasibility, and usefulness. The target group consisted of 22 experts. Data were analyzed using mean and standard deviation.The findings revealed that: (1) the overall conditions and problems of administration were at a high level. A key guideline emphasized the development of a concrete and accountable system; (2) the developed model comprised five components: principles, objectives, procedures, evaluation, and conditions for success; and (3) the overall evaluation of the model was at the highest level.
