THE GUIDELINE OF THE SOCIAL WELFARE FOR THE ELDERLY OF THE LOCAL ADMINISTRATION: A CASE STUDY SUB DISTRICT MUNICIPALS, SURAT THANI PROVINCE

Abstract

The objectives of this research were to: 1) study the welfare management and the problems of the welfare elderly in Sub-district Municipals Surat thani Province and 2) study the need and management guideline of Sub-district Municipals in Surat thani Province. This was mixed research method by using quantitative research. The data was collected by using specific randomized questionnaire of elderly people living in sub-district municipalities all 386 peoples and analyzed for frequency, percentage, mean, standard deviation, qualitatively and study qualitative data from documents, in-depth interview and focus group on specific example. Collecting key informant by 1) board 2) officer and 3) ageing leaders for all 30 persons. The data was content analysis and summary overview found that: 1) Managing of welfare elderly at overview moderate (  = 3.32, SD = 0.79) such as 1.1) health and medical treatment, 1.2) career and revenue assurance, 1.3) residence and environment, 1.4) security of life, property and society, 1.5) recreation and improve the quality of life and            1.6) social service and support network. It was found problem that lack of recreation and medical treatment knowledge of helping patients who can't help themselves, insufficient income that affected to medical trip, unsanitary housing, environmental disease carriers and concerned about safety at night, and 2) The welfare needs at high level overview (  = 4.04, SD = 0.60), it was highest average of social service and support network (  = 4.15, SD = 0.70) as well as followed by career and revenue assurance (  = 4.06, SD = 0.72). The management guideline of welfare was developed a health service system and access to medical services, emergency services link to healthcare facilities, establish a welfare fund and including with create cooperation in organizing public services by relevant agencies.
